Description for Candidates:

  • Provide engineering expertise in assigned program areas. Provide recommendations for resolution of project issues. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs. Assist in developing, implementing and monitoring policies, procedures, guidance and practices for engineering projects and programs. Responsible charge engineer for overall project management to include planning, organizing, monitoring and directing work activities and resources necessary to complete assigned projects. Coordinate and communicate with contract engineering staff, local governments and other agencies.

    How you will contribute:
  • Communications: Communicate effectively with customers internal and external to VDOT including local governments, elected officials, citizen groups, and FHWA.
  • Conduct Engineering Studies: Participate in or oversee engineering studies. Collect, analyze and process data and information. Develop written reports, recommendations, and solutions that are technically accurate and compliant. Prepare business correspondence and technical letters with recommendations for suggested corrective measures as a result of studies. Prepare or present formal presentations for VDOT staff, or other organizations.
  • Policies and Procedures: Assist in the development of policies, procedures and practices reflecting proactive management of the assigned engineering program area.
  • Process Improvements: Develop, recommend and implement process and policy improvements as needed. Assist in monitoring compliance to ensure conformance to the policy, procedures and state and federal laws and regulations.
  • Project Controls and Management of Design: Build and construction projects apply project management methodology to meet programmed scope, schedule and budget objectives for assigned projects. Use project management process of initiating, planning, controlling, executing and closing throughout the design and construction. Develop and maintain up-to-date project work plans and schedules with project team input to ensure scheduled project key events and activities are completed on time.
  • Project Documentation: Ensure project team members provide project data input into tracking systems. Determine cause of schedule delays or problems; recommend and implement solutions. Manage project budget and is responsible for maintaining budget utilizing project management applications to ensure project meets budget objectives. Ensure VDOT and contractor adhere to construction and, or design-build contract. Manage change order negotiations.
  • Project Management and Communication: Manage communication and coordination between project team members and stakeholders. Advise the District and Central Office project sponsors on significant issues affecting programmed schedule milestones, budget objectives and project team performance. Maintain communications and close working relationships with project team members ensuring project information is disseminated. Coordinate project team meetings and milestone reviews by project development process ensuring coordination of concurrent project activities. Report overall project progress to project sponsor, VDOT's senior management and key stakeholders. Respond to project inquiries from public, legislature, government agencies, planning agencies, media, citizen groups, stakeholders and special interest groups.
  • Project Management and Documentation: Organize work and monitor work tasks such that projects and documentation are completed within schedule using VDOT's standards, policies and procedures.
  • Project Team Participation: Participate or lead project teams as assigned. Ensure timely communications between project team members and stakeholders. Ensure information is technially accurate and effectively disseminated. Review and resolve challenges to enhance team performance.
  • Responsible Charge Engineer: Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.

  • Ability to research, analyze, and prepare technical reports and project correspondence.
  • Comprehensive knowledge of roadway engineering design and state and federal standards related to highway design and construction.
  • Comprehensive knowledge of transportation construction principles and practices, transportation project management, quality assurance and control methods.
  • Considerable knowledge of preliminary engineering and construction activities.
  • Knowledge of federal, state and local laws, codes and ordinances and policies pertaining to transportation engineering.
  • Knowledge of financial management to include budgeting and cost estimation.
  • Knowledge of project management processes.
  • Knowledge of strategic, operational and financial management principles, practices and techniques.
  • Knowledge of transportation engineering principles, practices, standards, and specifications.
  • Skill and ability to positively interact with employees, citizens and government officials.
  • Skill in delivering exemplary customer service, and interact courteously and professionally with the public and other employees.
  • Skill in negotiating.
  • Skill in the use of computers and software applications to include engineering software.

  • Minimum Qualifications:
  • Ability to communicate effectively both orally and in writing with diverse groups.
  • Ability to oversee construction activities for multiple projects of varying complexity as Engineer-in-Responsible-Charge.
  • Degree in Construction, Engineering or related field.
  • Experience applying federal, state and local transportation rules, regulations, policies and practices.
  • Experience applying roadway engineering design and state and federal standards related to highway design and construction.
  • Experience in preliminary engineering and construction activities.
  • Knowledge of strategic, operational and financial management principles, practices and techniques.
  • Skill in the use of computers and software applications to include engineering software.
  • Valid Professional Engineer's license.
  • Valid driver's license.

  • Additional Considerations:
  • Progressively responsible experience in the construction industry. Experience managing total operation of projects with significant value.
  • Progressively responsible experience managing complex projects in the transportation engineering and construction industry.
