Job Description

Working within the Site and Infrastructure Development team and reporting to the Site and Infrastructure Development Manager, the Water Resources Engineer performs and reviews engineering analyses for stormwater, sanitary sewer, and domestic water systems associated with university projects and planning efforts. Assists with the development, calibration, and maintenance of hydrologic and hydraulic models associated with the university infrastructure systems. The successful candidate will be responsible for analyzing, assessing, and recommending improvements for existing and proposed utility infrastructure including water, wastewater, stormwater, and other related civil systems.
This position is responsible for the administration and compliance of Virginia Tech Land Disturbance Permits, Virginia Erosion and Stormwater Management Program Permits, and the Virginia Tech Standards and Specifications.

Additional responsibilities include:
• Assisting with the development and administration of Virginia Tech’s Municipal Separate Storm Sewer System (MS4) Program, with primary responsibility for Minimum Control Measure 4 (Construction Site Runoff Control).
• Administering and ensuring plan and site compliance with the Virginia Erosion and Stormwater Management Act (VESMA), the Virginia Erosion and Stormwater Management Program (VESMP) Regulations, through the Virginia Tech Standards and Specifications for Erosion and Sediment Control and Stormwater Management.
• Performing and overseeing inspections of facilities and projects to determine compliance with local, state, and federal laws, regulations, rules, and codes as related to the VESMA.

Required Qualifications

• Bachelor's degree in the engineering or environmental fields, or an equivalent combination of training and/or experience.
• Knowledge of, and experience working with the Virginia Erosion and Stormwater Management Program (VESMP). Experience reviewing or developing erosion and sediment control (ESC) and stormwater management (SWM) plans.
• Knowledge of the Virginia Runoff Reduction Method and experience with the Virginia Runoff Reduction Method Spreadsheet.
• Knowledge of the Virginia Stormwater Best Management Practice Clearinghouse specifications for Stormwater Best Management Practices.
• Knowledge of hydrology, hydraulics, and the general civil engineering principles used in site development.
• Proficiency with office computer functions such as word processing and spreadsheets.
• Ability to apply knowledge of laws, regulations, policies, and procedures to programs; handle multiple priorities; and analyze problems and develop effective solutions.
• Ability to communicate effectively and work in a team environment.
• Ability to work in tight spaces (manholes, vaults, trenches, pipes, etc.); traverse steep, uneven and soft terrain, creeks/streams, and construction sites; climb and work off of ladders and manhole steps; and work outside in various weather conditions.
• Ability to safely move and handle manhole and vault lids weighing up to 50 lbs. Licensure/Certification required for entry into position.
• Must have or be able to obtain the following within one year of hire date: Virginia Department of Environmental Quality Combined Administrator certification for both Erosion and Sediment Control and Stormwater Management.
• Valid driver's license.

Preferred Qualifications

• Experience performing ESC and Stormwater Pollution Prevention Plan (SWPPP) inspections of regulated development sites for compliance with the VESCR and the VSMP Regulations.
• Experience working with VPDES Construction General Permits.
• Knowledge of and experience working with the Virginia Tech Standards and Specifications for ESC and SWM.
• Experience with CAD and GIS.
• Experience evaluating civil utilities for capacity and condition and proposing projects to address capacity and condition issues.
• Experience managing civil utility projects from the design phase through construction.
• Familiarity with the state of Virginia proposal and procurement processes.
• Experience working in a university or large organization setting.
