Job Duties

Under the supervision of the Director of Agribusiness and Food Service Operations, this position provides statewide leadership and oversight for the Virginia Department of Corrections’ Agribusiness operations. It directs a diverse portfolio of agricultural enterprises across the Commonwealth, including crop and grain production, livestock programs, dairy operations, farm facilities, fish hatchery programs, and associated agricultural resources.
The role ensures that all Agribusiness activities operate efficiently, safely, sustainably, and in full compliance with federal and state regulations, environmental standards, industry best practices, and VADOC policies. It sets long term direction for agricultural production, resource stewardship, capital planning, equipment management, workforce utilization, procurement, budgeting, and program development.
The Farm Director provides leadership and performance oversight to Farm Managers, agricultural production teams, inmate work programs, and other assigned personnel. Responsibilities include establishing operational expectations, evaluating productivity and effectiveness, identifying opportunities for cost savings and innovation, and maximizing the value of VADOC’s agricultural assets.

The position also serves as a key collaborative partner with state agencies, universities, agricultural organizations, private sector entities, and other stakeholders to advance agricultural operations, conservation initiatives, workforce development, and innovative production practices across VADOC’s Agribusiness system.

Minimum Qualifications

• Considerable knowledge of agricultural production, farm management, livestock and herd management, crop and grain production, dairy operations, agricultural processing, and agribusiness practices.
• Knowledge of applicable federal and state laws, regulations, policies, safety standards, and environmental requirements governing agricultural operations.
• Knowledge of agricultural land management, conservation, natural resource management, equipment, infrastructure, budgeting, procurement, contracts, and resource allocation.
• Knowledge of workforce and project management principles, including the ability to lead geographically dispersed operations and complex, multi-site initiatives. Demonstrated ability to develop and implement strategic plans, establish operational priorities, analyze financial and performance data, and make sound management decisions.
• Demonstrated ability to develop partnerships and negotiate agreements with government agencies, educational institutions, private organizations, and industry stakeholders.
• Demonstrated ability to communicate effectively orally and in writing and to lead change, solve complex operational issues, and implement continuous improvement strategies.
• Demonstrated ability to manage budgets, resources, and statewide agricultural operations effectively.
• Ability to operate effectively within a secure correctional environment and ensure agricultural operations comply with applicable security requirements.
• Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia § 2.2-3100.
• Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia § 2.2-3132.

Additional Considerations

• Experience in a correctional, governmental, institutional, or highly regulated environment preferred.
• Project management experience and knowledge of state procurement and fleet management practices preferred.
