Job Duties
The Virginia Department of Education offers 12 paid holidays, medical, dental, vision and life insurance, retirement plans (including 401a Cash Match and 457 Deferred Compensation Plan) as well as sick, family/personal, and annual leave.
The purpose of this position is to provide strategic leadership over the Child Care Subsidy Program (CCSP), which provides access to affordable, high-quality child care services to over 40,000 children and 20,000 families each month. The CCSP is administered via a partnership with the Virginia Department of Education and the Virginia Department of Social Services. Application, enrollment, and case management activities are carried out by 120 local departments of social services across the Commonwealth. This position will continue to strengthen this partnership by overseeing program operations, leading the implementation of priority policy and process changes, engaging in complex IT projects to achieve program objectives, and leading continuous quality improvement efforts. This position requires strong policy analysis, data literacy, project management, and relationship-building skills.
Minimum Qualifications
Extensive knowledge and understanding of child care policy and practice required, especially knowledge of the Child Care and Development Block Grant (CCDBG) or the Child Care and Development Fund (CCDF)
Strong project management skills, including the ability to manage fast-paced projects with staff across multiple teams and organizations required
Strong written and oral communication skills required
Demonstrated ability to use data to inform policy and process recommendations required
Demonstrated ability to interpret and oversee implementation of legislation, regulation, and policy guidance
Experience building and managing relationships with multiple stakeholders
Ability to anticipate challenges and develop strategies to mitigate impacts on the agency, state and regional partners, child care providers, and families
Ability to analyze and define problems and apply problem-solving techniques to complex program administration issues
Ability to manage multiple assignments with critical deadlines and to work collaboratively in a team situation
Strong attention to detail and organizational skills
Ability to use word processing, spreadsheets, presentation software, and online data collection systems
Experience communicating complex information to a variety of audiences and stakeholders
Ability to travel statewide to facilitate relationship building with diverse stakeholders
Additional Considerations
Experience in administering a federal, state, or local child care assistance or other publicly-funded ECCE program strongly preferred.
Extensive knowledge and understanding of the Child Care Subsidy Program preferred
Understanding of policies, processes, and procedures in local departments of social services preferred
Experience administering a federal, state, or local child care assistance program preferred
Experiencing overseeing complex IT systems projects to ensure programmatic needs and goals are met strongly preferred
