About the Agency
The Virginia Racing Commission (VRC) regulates horse racing and pari-mutuel wagering within the Commonwealth, safeguarding public trust and ensuring the integrity of racing and wagering operations. The VRC's Audit Division supports this mission through risk-based audits, compliance reviews, and regulatory inspections of Commission operations and regulated entities.

About the Position
The Auditor assists with the Audit Division's risk-based audit engagements, compliance reviews, and regulatory inspections across Commission operations and regulated entities. Duties include performing fieldwork, reviewing records, conducting testing, interviewing personnel, and preparing work papers in accordance with established audit methodologies and professional auditing standards. The Auditor also assists with drafting audit and inspection reports, monitoring corrective actions, and conducting research in support of the Division's work.

This is an hourly/wage position with no benefits. Wage positions are limited to working on average no more than 29 hours per week (1,500 hours per year from May 1 – April 30).

Job Duties
Assist with risk-based audit engagements, compliance reviews, and regulatory inspections across Commission operations and regulated entities, including periodic travel to racetracks, satellite wagering facilities, and other regulated locations throughout the Commonwealth. Perform fieldwork, review records, conduct testing, interview personnel, and prepare workpapers in accordance with established audit methodologies and professional auditing standards.

Prepare clear, organized workpapers and assist with drafting audit reports, inspection reports, and other written communications. Ensure documentation is accurate, complete, and supports audit observations and conclusions.

Assist with evaluating compliance with applicable laws, regulations, policies, and Commission directives. Support follow-up activities by tracking corrective actions, reviewing supporting documentation, and monitoring implementation of audit recommendations and regulatory findings.

Conduct research related to auditing, internal controls, statutes, regulations, and industry practices. Assist with document requests, data analysis, meeting preparation, and other administrative activities supporting the Audit Division.

Maintain knowledge of applicable auditing standards and Commission operations. Participate in job-related training and perform other duties as assigned in furtherance of the Commission's regulatory mission.

Minimum Qualifications

•Knowledge of audit principles, internal controls, and compliance review methodologies.
•Ability to perform fieldwork, testing, and documentation in accordance with professional auditing standards.
•Strong organizational skills for planning and executing audit and inspection tasks under supervision.
•Demonstrated experience in problem-solving and attention to detail to accurately identify and document findings.
•Ability to communicate effectively, both orally and in writing, to prepare clear workpapers and reports and discuss findings with audit leadership or regulated entities.
•Ability to conduct research related to auditing, internal controls, statutes, regulations, and industry practices.

Additional Considerations

•Considerable auditing experience.
