Job Duties

•Informs supervisor of any observed illegal activities or activities that violate policy or regulations as soon as they are aware of such activities.
•Researches, prepares, justifies, analyzes and computes cost data to assist the Budget Manager, consistent with Department of Planning & Budget (DPB) requirements and timeframes for submission.
•Develops, monitors and evaluates administrative budgets for the Department and performs analysis to report status of budget performance and other areas to include financial evaluation, fund allocation, revenue and cash management, innovative financing alternatives and intergovernmental relations.
•Conducts and presents evaluations of financial, program and policy issues, ensuring that resources are committed to the successful accomplishment of the Commonwealth’s law enforcement goals and objectives.
•Assists in planning and development, and submission of budget proposals, including programmatic and activity base budgets and decision packages, as well as Budget Amendments.
•Allocates Department appropriations in accordance with the Appropriations Act and Operating Plan at the beginning of each fiscal year to sub-program and sub-object level in
spreadsheets to ensure accountability of Department expenditures. Prepares and submits adjustments as needed to correct the operating plan.
•Reviews the Department’s Capital Outlay financial plan and budget process as necessary.
•Monitors and verifies accounting transactions daily to ensure proper coding.
•Monitors and analyzes monthly expenditures on projection spreadsheets. Reports financial status to executive management.
•Monitors revenues monthly to ensure collections are sufficient to support anticipated expenditures.
•Coordinates with budget manager, general ledger accountant and/or grant accountants to process expenditure adjustments, as necessary.
•Monitors, analyzes and projects expenditures at the sub-program and sub-object level monthly on budget spreadsheets to determine the rate of expenditures, considering all external and internal factors or extenuating circumstances, and comparing it with funds appropriated to ensure that the appropriations are not exceeded by the expenditures and available in budget preparation.
•Performs internal checks and balance functions for all accounting transactions.
•Verifies accounting transactions for accuracy and policy adherence with the Department of Accounts (DOA)/Department of Planning and Budget (DPB)/and the Virginia State Police (VSP).
•Reports issues to Property and Finance Officer as needed.
•Verifies and provides final approval for agency transactions accurately and in a timely manner.
•Responds to issues and/or requests for guidance timely and professionally.
•Reports issues to management as needed.
•Treats internal and external customers with professionalism, respect and courtesy.
•Ensures customer requests and inquiries are handled timely and accurately following through to resolution.
•Performs other duties as assigned by Property and Finance managers.
•Demonstrates initiative and innovation in supporting Department’s mission, goals and objectives through activities, which sustain and enhance excellence in customer service and commitment to public safety.
•Maintains working knowledge of OEBS.
•Utilizes mathematical, accounting and analytical skills to research and compute costs associated with requests and prepares required reports as directed by supervisors within the prescribed time limits.
•Works in conjunction with supervisor on special requests for information or computations requested by management to submit by requested date.
•Develops cost analysis and formulates plan of action for implementation of new or revised initiatives.
•May be required to perform other duties as assigned.
•May be required to assist the Department or state government generally in the event of an emergency declaration by the Governor.
Minimum Qualifications
•Considerable knowledge of Generally Accepted Accounting Principles (GAAP); of the principles and practices of policy analysis, legislative practices, budget development, execution, evaluation, and financial planning; of governmental and general-purpose accounting principles and practices; and of automated financial accounting systems.
•Skill in the use of personal computers and using Microsoft Office applications.
•Demonstrated ability to conduct quantitative analyses of budgetary and financial data, and interpret and communicate financial results, orally and in writing, to management; to analyze and prepare complex financial reports and statements; to conduct independent, complex technical policy and program analysis; to manage Capital Outlay financial planning and budgetary processes; to work effectively with complex programs and financial plans and operations; to work with complex financial systems; to communicate and work effectively independently and as a member of a team; to communicate and work effectively with diverse groups of people, both internal and external, by establishing and maintaining professional relationships.
•Graduation from high school or equivalent.
•An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.
Preferred Qualifications:
•Graduation from college or university with major study in Accounting, Finance, Business Administration, and/or Public Administration is preferred.
•Experience using ORACLE E-Business Suites; and the Commonwealth's software applications such as Cardinal and Performance Budgeting preferred.
