Job Duties
The Finance Department of the Department of Conservation & Recreation is seeking an experienced Budget Manager. The Budget Manager develops, interprets, and issues instructions for the development of the Department’s biennium operating budgets. Reviews and consolidates operational unit requests into agency budget proposal. Forecasts, formulates and monitors operating budgets for the agency. Reviews and consolidates operating plans. Develops and implements operating budget tracking system. Reviews and processes adjustments to agency operational plan. Monitors and analyzes revenue receipts and special fund balances. Reports the operating budget status to management and makes recommendations for action. Responds to budget related inquiries from central staff agencies and legislative committees. Assists with analysis of legislation including the preparation of Fiscal Impact Analyses. Conducts special studies in response to requests by agency management.
Minimum Qualifications
Knowledge of state government budgeting and financial systems. Ability to communicate well both orally and in writing and to compile, manage, analyze and report detailed data including financial analysis and PC based applications. Advanced skills with computerized spreadsheets and word processing.
Ability to work effectively with staff at all management levels, including both executive and legislative branch staff and officials. A work history which includes exposure to or experience with the disciplines of conservation and natural resource programmatic management is a plus. Ability to effectively partner with diverse external stakeholders, constituents and legislators in quality and timely program/project management deliverables. Comprehensive progressive experience managing complex accounting operations. Significant experience with automated accounting systems and experience working in a team oriented environment. Preferred Qualifications:
Graduation from an accredited college or university with a bachelor’s degree in accounting, finance, or related business area. Recent supervisory experience preferred.
