VHCC is seeking a full-time Business Manager to provide leadership and direction in all day-to-day business functions for the College. The successful candidate must be highly organized and enjoy working within an environment that is mission-driven, fast-paced, and results-oriented. The ideal candidate will have the ability to exercise good judgement in a variety of situations, ability to problem solve and find solutions, strong written and verbal communication skills, good administrative skills, the ability to be proactive, and the ability to maintain balance among multiple priorities.
Position Responsibilities:
The Business Manager will be responsible for the day-to-day business operations of VHCC. This includes areas of student accounts, billing and accounts receivable, collections, accounts payable, accounting and financial reporting, internal controls, cashiering, procurement, monthly reconciliations, p-card statement approvals, journal entries, as well as grant and student financial aid drawdowns and reconciliations. The Business Manager will ensure compliance with GAPP and the Commonwealth Accounting Policies and Procedures (CAPP) Manual. This position is considered essential personnel and will be required to work in the event of an emergency, pandemic or other College need.
The selected candidate is required to file a Statement of Economic Interests form pursuant to the Code of Virginia § 2.2-3114, as a condition of employment. Additionally, the statement is to be filed annually by February 1. The selected candidate is required to complete the Statement of Economic Interest training within 60 days of employment and every two years thereafter.
Minimum Qualifications:
Demonstrated experience in business and financial management.
Comprehensive knowledge of advanced accounting procedures including fund accounting, governmental accounting, Generally Accepted Principles and Practices (GAPP), Governmental Accounting Standards Board (GASB). Ability to interpret and implement various policies, procedures and governing policies relating to financial transactions.
Comprehensive knowledge and experience with procurement policy and regulations for state agencies in Virginia. Ability to understand and advise departments/divisions with procurement needs.
Demonstrated ability to effectively interpret, explain and apply complex rules and or regulations.
Demonstrated ability to work under pressure during peak workload periods.
Ability to foster a culture of teamwork and collaboration to meet the mission and goals of VHCC.
Experience in supervising to include performance reviews and/or addressing performance issues, as well as training and directing the work of staff.
Ability to problem solve and utilize sound judgement when making decisions.
Excellent written and oral communication skills. Excellent customer service skills.
Ability to address complex matters effectively at all levels of the organization.
Ability to maintain a high level of ethics and confidentiality in performance of all job duties.
Ability to prioritize multiple tasks to meet stringent deadlines.

Preferred Qualifications:
Graduation from a college or university with a major in accounting or business or equivalent knowledge/experience strongly preferred.
Prefer relevant management work experience.
Experience with PeopleSoft and eVA.
Experience in using integrated financial reporting systems.
Knowledge of state regulations for revenue collection of state and local funds.
Experience in a Virginia state agency or a higher education institution.
Experience with the use and compliance of a Commonwealth Purchasing Card (P-card).
Experience with Chrome River travel processing and state travel policies and procedures.
Experience with sponsored programs rules and regulations.
Proficiency in Microsoft Office programs.
Knowledge of state procurement policies and procedures including p-card administration.
