The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Cash Management Accountant in the Cash Management Unit. The selected competitive candidate will provide exceptional delivery of services to the agency’s Fiscal Division.
Job responsibilities will include, but are not limited to:
Responsible for the posting and maintenance of cash receipts, updating invoice application coding (Federal/State), preparation of cash receipts journal to Oracle database and Reconciling Cash receipts clearing account.
Assisting with preparation of Cash Receipt and Deposit Reports and the development and implementation of policies and procedures to ensure compliance with Federal regulations and Comptroller's Directives and in accordance with the CMIA.
Support the processing of refunds due in a timely and efficient manner. Support the development, update and maintenance of business process documentation of business processes in the Cash Management Unit.

Minimum Qualifications
Competitive candidates will meet these minimum qualifications:
Working knowledge of generally accepted accounting principles and experience supporting accounting/financial operations to included logging cash receipts, cash reconciliations and preparing certificates of deposit.
Knowledge of Commonwealth Cash Management policies and procedures.
Experience with Oracle Government Financials or other similar Accounts Receivable systems.
Working knowledge in preparing financial reports/statements, compiling, analyzing and preparing financial reports.
Skilled in utilizing personal computers and the Microsoft Office Suite to include Word, Outlook and Excel.
Considerable experience interpreting and applying state and federal laws and regulations.
Experience in meeting deadlines.
Experience engaging with internal and external stakeholders.
Experience completing complex financial reconciliations, extracting data from multiple sources and ensuring funds are appropriately reported in an agency’s financial system.
Ability to independently research, analyze, identify and resolve reporting discrepancies.

Experience with the Commonwealth’s Accounting and Reporting System (Cardinal).
Experience with the Commonwealth’s Accounting Policies and Procedures (CAPP).
Experience with the Commonwealth’s banking and cash management policies and procedures.
Working knowledge of Medicaid programs and the Financial Operations.
Experience with Commonwealth’s Cash Management Improvement Act agreement (CMIA).
