Additional DetailThe IT Project Manager is responsible for applying a collection of tools and techniques to direct the planning, organization, execution, monitoring and close out of technology projects, with the goal to accomplish a set of tasks within time, cost and quality constraints. The IT Project Manager will be a leader on the project team and will serve as the central hub for major technology initiatives, lending their expertise to facilitate the development and improvement of complex systems, to communicate clearly, motivate the team, and adapt quickly to challenges. Current PMP or PMI-ACP certification or ability to obtain within one year of hire highly desirable. Please note: This is a restricted position. Continued employment is contingent on the availability of grant or non-general funds.
This position is the driving force behind organizational technology initiatives ensuring that projects are planned, executed and delivered successfully, while staying within time, cost and quality goals. This position will also be responsible for project planning and execution, including developing and managing the project plan, leading the project team, stakeholder communication, risk management, performance and budget tracking, and resolving issues. This position will be interacting with stakeholders of all levels, and will foster collaboration, communication and trust in the effort to drive projects to meet agency strategic goals. The position will be responsible for meeting the Commonwealth of Virginia project management (PMD) requirements, as established by VITA.
Extensive demonstrated experience in Project Management for Information Technology (IT) projects, to include a variety of project management methodologies.
Experience and knowledge of agile project management, which emphasis on applying agile practices in government or regulated environments. Relevant certifications preferred (CSM, PMI-ACP, SAFe Agilist, etc)
Knowledge of Commonwealth of Virginia Project Management Guidelines and Standards.
Active Project Management Professional (PMP) certification from the Project Management Institute or meets the Virginia Information Technologies Agency's qualification standard for major IT projects within 1 year of accepting position.
Considerable knowledge of IT Project Management methodologies and concepts, system development life cycle, and iterative application development.
Demonstrated ability to work independently and successfully interact with all stakeholder levels and lead in a team environment.
Demonstrated ability to organize and plan projects based on resource availability and funding.
Demonstrated ability to define and document processes and determine where processes can be improved.
Demonstrated ability to collect and interpret user requirements, and prepare complex documents including project plans, risk management plans, communication plans, and project charter.
Exceptional written and verbal communication skills required to interact effectively with all levels of the organization.
Demonstrated expertise in project management methodologies, system/software development life cycle (SDLC), and agile frameworks.
Must be able to facilitate meetings to keep them focused and productive.
Demonstrated ability to successfully lead a diverse team and foster a team environment.
Experience using or administering Jira and Confluence is a plus.
Experience or certification in the role of Scrum Master is a plus.
