Hiring Range: $130,000 - $175,000

Full Time or Part Time: FULL TIME

JOB DESCRIPTION

The Director of Information Services provides strategic direction and oversight of IT resources by developing, maintaining, and implementing the agency IT Strategic Plan; overseeing system development, acquisition, and maintenance efforts; and aligning resources and assets across DEQ operations to meet the agency mission and strategic goals. Directs the activities of the Office of Information Services team and ensures day-to-day support of agency IT systems, assets, and infrastructure. Plans, organizes, and monitors the activities of highly skilled technical staff, and collaborates with a variety of DEQ and external stakeholders to align the goals, workload, and resources to meet individual project plans and the broader IT Strategic Plan objectives. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

RESPONSIBILITIES

• Develop, maintain, and implement the DEQ IT Strategic Plan by working with stakeholders to routinely assess the current IT environment, risks within the current environment, current and future business needs, and options to address the risks and operational needs in conformance with Commonwealth and DEQ requirements.
• Work with OIS management to establish and lead execution of the tasks and schedule necessary to meet the IT Strategic Plan objectives and metrics.
• Ensure the OIS operating environment evolves, matures, and aligns with DEQ and Commonwealth strategic goals and plans.
• Recommend innovative technology solutions to solve business needs, encourage innovative thinking within the department, and facilitate continuous collaboration with other state and governmental technology leaders to stay aware of changes and progress being made in the IT space across government.
• Ensure unit operational plans are created in alignment with the annual technology plan, strategic plan, and enterprise architectural plan.
• Work with OIS Operations teams to ensure internal processes are periodically evaluated, documented, communicated to staff, and adhered to by staff.
• Work with OIS management to establish, maintain, and achieve performance measures and strategic goals for each team and individual staff, as needed.
• Oversee the successful and compliant procurement, development, and implementation of applications to support agency operations through effective planning, analysis, development, implementation, maintenance and enhancement, defect identification and resolution, and/or other system support tasks.
• Oversee the timely maintenance and support of all agency applications with the goal of minimizing system downtime and outages. 
• Provide oversight of the Development & Operations (dev/ops), Database & Integrations (DB/Int), Analytics & GIS, Asset and Infrastructure Management and Portfolio Management teams.
• Ensure IT security standards and policies are followed, in collaboration with the Information Security Officer, while balancing security with business priorities to minimize impact to DEQ operations.
• In alignment with the IT Strategic Plan and in collaboration with OIS management, develop training plans that ensure staff are properly trained and resourced to contribute and achieve the IT Strategic Plan objectives.
• Provides strategic leadership and support in the day-to-day operations of the OIS. 

QUALIFICATIONS

• Demonstrated ability to develop and implement strategic technology initiatives that align with organizational goals.
• Considerable experience in application development, maintenance, and implementation; systems and database analysis, design and integration; project management; and IT strategic planning. 
• Proven ability to successfully manage and balance risk, allocate resources and IT assets, and prioritize projects and tasks across a large and diverse IT portfolio.
• Significant experience in IT leadership and managing a team of technology professionals, with a proven ability to supervise, motivate, and challenge staff to meet and exceed expectations.
• Demonstrated knowledge of senior leadership, administrative management, and supervisory principles and practices.
• Proven record of maintaining positive, collaborative, and professional relationships with colleagues and stakeholders; effective leadership of people; and driving positive results through IT modernization and change.
• Excellent verbal and written communication skills. 
• Management approach that aligns with DEQ Leadership and Management Competencies: demonstrates self-awareness, develops others, thinks strategically, and cultivates work relationships; and understands the business, achieves results, communicates proficiently, and applies technical skills.

Additional Considerations

• A combination of education, experience, and/or training in Computer Science, Information Systems, or related field demonstrating the required knowledge, skills, and abilities of the position.
• Commonwealth of Virginia IT leadership experience.
• Understanding of VITA processes and policies.
• Understanding of Commonwealth enterprise systems (eVA, Cardinal, etc.) and agency responsibilities to utilize, manage, and interface with those systems.
