VDOT’s Richmond District Petersburg Residency is seeking a Contract Manager Residency Supervisor to provide day-to-day oversight of contractors performing maintenance activities for the residency area. Manage field maintenance service contracts, interpret contract provisions, and provide technical guidance to contractors and field staff.

Minimum Qualifications

• Knowledge of contract development, administration and management
• Knowledge of federal, state, transportation rules, regulations and policies
• Ability to gather data and prepare reports
• Valid Driver’s license
• Ability to supervise, oversee contractors and crew operations
• Skill in the use of computers and software applications
• Knowledge of roadway maintenance, construction operations, equipment and techniques
• Ability to develop, read, interpret, apply maintenance contracts, plans and policies.
• Knowledge of procurement practices
• Ability to develop contract specifications, scopes of work, engineering estimates, and perform mathematical calculations.

Additional Considerations

• Knowledge of state permit process related to roadway construction and maintenance activities.
• Experience in contract administration and monitoring and supervising contract monitors.
• A combination of training, experience, or education in business administration, Public Administration, Engineering or related field desired.
• Experience with contract advertisement and bidding procedures
• Experience developing maintenance contracts and monitoring contractor performance.
