Job Duties
•Maximizes performance and morale through effective leadership.
•Supervises assigned staff by establishing priorities, evaluating performance, assessing developmental needs, and correcting substandard performance and discipline issues as they occur.
•Communicates clearly and concisely with staff and encourages staff to maintain open communications.
•Effectively identifies and resolves personnel conflicts.
•Communicates safety issues with employees to ensure a safe workplace.
•Continuity of operations is maintained through cross training and development of current desk procedures.
•Communicates, plans, and manages policy initiatives and legislative analysis activities with client groups, media representatives, legislative staff members, research institution staff, special interest groups, and private industry representatives to discuss Department programs and operations which affect Virginia Fusion Center (VFC) services to the public. This requires frequent internal and external contacts and coordination is required with Virginia State Police (VSP) and other stakeholders, and management including federal, state, and local government officials.
•Manages the cyber analytical unit within the VFC and serves as a key coordinator of the Virginia Cyber Response Task Force (VCRTF).
•Coordinates information with the Federal Bureau of Investigation (FBI), the Department of Homeland Security (DHS), and other federal agencies with which the VFC has a working relationship.
•Coordinates with other VFC Deputy Directors and the Director to craft policy revisions and the establishment of new policies when appropriate.
•Coordinates projects and presents proposals; and researches findings and analysis to government officials, legislators, and others who craft public policy affecting the Commonwealth.
•Serves as principal advisor for cyber workgroups or task forces which are comprised of federal, state, local and private sector partners.
•Manages staffing and resources of the Center by developing and recommending the operating budget; recruiting and selecting staff; recommending changes in resource allocation, staffing needs and workload adjustments.
•Develops, updates, and administers cross training plans and/or desk procedures for subordinate supervisors in accordance with Department standards.
•Coordinates the annual DHS assessment of the VFC to ensure compliance with state and federal standards.
•Ensures integrity of information entered into databases to include Volunteer Integrated Management System (VIMS) and Law Enforcement Automated Management Subsystem (LEAMS).
•Ensures compliance with established regulations by conducting regular audits of the information in the automated databases and filing system.
•Ensures proper use of all issued Charge Cards (i.e., Small Purchase Charge Card, Special Sworn Charge Card, Voyager Card, Travel Card, and GOLD card).
•Develops, updates, and administers cross training plans and/or desk procedures for subordinate supervisors in accordance with Department standards.
•Reviews and addresses safety issues.
•May be required to perform other duties as assigned.
•May be required to assist the Department or state government generally in the event of an emergency declaration by the Governor.
Minimum Qualifications
• Considerable knowledge of policy analysis, long-range plan development, the legislative process and practices, and research and evaluative techniques; considerable knowledge of organizational theories, principles, and practices; program planning; considerable knowledge of cyber policy and intelligence analysis, research methodologies, project management technologies, planning, performance measurement, and management principles and practices; working knowledge of supervisory principles and practices; and laws and regulations affecting State Fusion Center programs and some knowledge of budget, fiscal human resource, and public sector management.
•Skill in fostering relationships and building rapport, consensus, and collaboration among diverse state and local public safety professionals and private sector stakeholders; solid skill as a facilitator, communicator, and negotiator for problem solving and long-range plan development.
•Demonstrated ability to direct Department policy, planning and legislative process; to develop solutions and recommendations for appropriate action; to communicate effectively orally and in writing; to draft regulations, legislation, and policy statements; to work effectively with agency management, state officials, legislative bodies, policy boards and other non-governmental groups; to organize and direct staff; and the proven ability to lead cyber workgroups and cyber incident response teams while providing actionable recommendations to partners.
•High School diploma or equivalent.
•Supervisory and cyber experience to include cyber incident response and intelligence training.
•Requires federal secret clearance and a three-year tenure agreement to the Virginia Fusion Center (VFC). •Considerable experience conducting policy development, long-range planning, and legislative analysis; experience in public sector environment or related field; and some supervisory experience.
•This position requires 24-hour availability to coordinate and/or review VFC responses to unforeseen events and/or Continuity of Operations Plan (COOP) activation.
•An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
Preferred Qualifications:
•Graduation from an accredited college or university with course work in computer science or a related field preferred.
