Position Title: Dean of Workforce Development and Corporate Partnerships

Position Purpose

The Dean of Workforce Development and Corporate Partnerships will drive training, services, enrollment, and revenue related to workforce development, customized and contract training, and other related programs and services. The Dean will oversee directors, staff, and instructors in specific sectors or program areas, to ensure effective implementation, management, and evaluation of workforce programs. The Dean will develop and cultivate relationships with key external stakeholders by working closely with business and industry partners to determine workforce development needs, lead the development of innovative curricula that enhance employees' skills and knowledge, recruit students and instructors, and manage operational logistics of workforce contracts. The Dean serves as the main point of contact for business and industry and will be an active member of the economic and workforce development community. The Dean will provide direction to the College on regional workforce development matters and ensure the College's solutions will proactively address the region's needs.

The Dean should be an accomplished leader with previous experience in workforce strategy and solutions, economic development, and a proven record in building local industry partnerships. This individual will demonstrate a strong business acumen, focus on private sector growth, and job creation through state incentives for regional collaboration.

The position reports directly to the Vice President for Academic Affairs and Workforce Development


Key Responsibilities
Administrative Oversight

• Provides leadership and direction to the workforce development division.
• Supervises and supports the directors, program coordinators, staff, and instructors to ensure all have the resources and guidance needed to succeed.
• Establishes the division's annual plan to continually increase the professional knowledge, skills, and abilities of departmental staff and faculty.
• Attends conferences and engages in professional development to remain abreast of workforce development trends.
• Fosters a culture of innovation, data-informed decision making, and continuous improvement within the division.

Talent and Workforce Solutions
• Creates and implements strategies to enhance corporate training enrollments, client relationships, and revenue generated by the College.
• Develops specific, measurable staff goals including those related to the number of participants trained, clients served, clients retained, gross revenue, and net revenue.
• Directs the implementation of strategies to achieve enrollment and revenue goals; oversees ongoing analysis using data-driven reports and environmental scanning tools.
• Develops and provides ongoing analysis of multiple types of budgets for operating, managing, and marketing the department toward a self-sustaining budget model.
• Collaborates with other college staff to promote a unified approach to the delivery of services, and corporate training.

Program Development and Management
• Provides leadership for the development and implementation of innovative customized contract training and business services, FastForward programs, and continuing education programs. Liaises with the grants development director to identify, secure, and manage grants and philanthropic gifts that support workforce development and corporate training.
• Monitors and evaluates program performance (data collection, visualization, and analysis) to advance workforce programming and drive continuous improvement in program design and effectiveness.
• Assures compliance of programs with accrediting organizations, regulatory agencies, college policies, relevant state regulations, and any specific licensure or certification requirement

Strategic Partnerships and Planning

• Support and maintain effective, collaborative relationships among instructional divisions, student affairs and other stakeholders to ensure a seamless one-door experience for learners who pursue industry credentials, certificates, or degrees.
• Collaborates with the Vice President of Institutional Advancement and Development to implement the college's overall business and community engagement strategies.
• Represents the college throughout the College's service region on professional and community organizations to build strategic partnerships and ensure program currency.
• Collaborates with the Vice President of Academic Affairs and Workforce Development to develop and implement the strategic plan for the workforce development division. Executes an annual operational operation plan that drives performance.
• Serves on college-wide committees to further the goals of the institution.

Marketing
• Collaborates with Marketing and Media Relations to develop and execute an annual marketing plan based on data analysis of current and projected marketing initiatives.
• Assists staff in developing specific objectives and strategies for marketing and promotions to achieve overall workforce development goals.

Other Duties
As assigned by the Vice President or President.

Minimum Qualifications:

• Master's degree in business administration, public administration or other related fields or completion of a specialized certification program requiring coursework of one year or more beyond an undergraduate degree.
• Minimum of three years increasing experience and management responsibilities leading workforce development or business consultant teams.
• Minimum three years experience demonstrating progressive responsibility for developing, implementing, and managing programs in an education institution, training organization, or professional association.
• Experience with development of curriculum to provide partners with innovative training and solutions.
• Demonstrated experience in fiscal planning, analysis, and budget management.
• Experience developing partnerships among organizations such as institutions of higher education, the public sector, and the business community.
• Demonstrated ability to work with minimal supervision with attention to details.
• Experience establishing and maintaining collegial working relationships with department staff, other departments, students, and the public.
• Ability to work a flexible schedule, including evenings and weekends and to travel locally to accommodate the needs of the program.
• Excellent oral, written, and interpersonal communication skills, including the ability to deliver effective presentations.
• Strong organizational skills, including the ability to interact effectively and tactfully with diverse populations at the College and in the community.

Additional Considerations:

• Minimum of two years experience teaching credit, non-credit, or continuing education courses, preferably in a college environment.
• Broad awareness of the economic needs of the College's service areas, including the Go Virginia 9 region
