Job Duties

The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. DJJ is committed to excellence in public safety by providing effective interventions that improve the lives of youth, strengthening both families and communities within the Commonwealth.

DJJ is seeking a Director of Compliance and Legal Support to lead a diverse and multi-disciplined professional staff to oversee: the provision of policy advice to all divisions of the Department in consultation with the Office of the Attorney General on questions that require legal counsel, as necessary; the agency’s risk management programs; oversees the representation of the Department at Department of Human Resource Management (DHRM) grievance hearings; and the handling of juvenile records and Freedom of Information Act (FOIA) requests.

Minimum Qualifications

  • Extensive knowledge of organizational functions including: Virginia’s legislative process and practices; Virginia’s regulatory process including the Administrative Process Act, the Governor’s Executive Orders affecting the development of regulations, and the requirements of the Department of Planning and Budget for the Regulatory Town Hall and of the Registrar of Regulations; policy development and analysis.
  • Knowledge of Virginia’s juvenile justice system including laws, regulations, court procedures and processes, and influential stakeholders.
  • Considerable knowledge of the programs, laws, and regulations of the government agencies.
  • Extensive knowledge of supervisory techniques, research and planning techniques, and the capabilities of computer applications as a resource tool.
  • Ability to develop and maintain effective relationships with diverse constituencies to include legislators, local government officials, professional associations, agency staff, service providers, and impacted communities.
  • Experience in managing and leading a professional staff as well as project management techniques.
  • Ability to handle diverse, complex, and sometimes sensitive situations.
  • Demonstrated ability to direct an agency compliance processes (to define large-scale problems of unusual complexity and identify solutions and recommendations for appropriate action; to supervise and evaluate others to develop solutions and recommendations for appropriate action; to draft regulations, legislation, and policy statements; to work effectively with agency management, state officials, legislative bodies, policy boards, and other non-governmental groups; and to direct an agency planning research and evaluation program).
  • Extensive knowledge of court/criminal justice system.
  • Ability to work on multiple tasks within tight deadlines and to interact professionally with all levels of staff and communicate effectively, both orally and in writing.
  • Ability to work independently and participate in a team environment is needed, as well as excellent organizational skills.
  • Some knowledge of budget, fiscal, program, and grant funding.

Additional Considerations

  • Training and/or equivalent experience in criminal justice, social science, or other related field.
  • A Juris Doctorate degree.
  • Understanding of Virginia’s legislative process including both substantive law making as well as budget development.
