Job Duties
Chief Objective:
The Director of Infrastructure & Operations is responsible for ensuring the availability, security, resilience, and efficient operation of the agency’s IT infrastructure and network services. This role is a working manager position that combines people leadership, operational accountability, and hands-on technical involvement in complex infrastructure and network incidents. The Director provides hands-on technical leadership while serving as the primary owner of infrastructure operations, lifecycle planning, vendor governance, and incident response. The position balances day-to-day operational accountability with forward-looking planning to ensure infrastructure services reliably support agency mission, compliance requirements, and future growth.
Work Tasks and Duties:
Infrastructure & Network Operations
• Direct and oversee daily operations of infrastructure services including servers, storage, virtualization, network, telecommunications, cloud components, and supporting platforms.
• Ensure high availability, performance, and reliability of infrastructure and network services across all agency locations.
• Serve as the incident commander for major infrastructure and network outages, coordinating response, communication, and recovery activities.
• Establish and enforce infrastructure and network standards, configurations, and operational procedures.
Architecture, Lifecycle, and Capacity Planning
• Provide technical leadership for infrastructure and network architecture in alignment with agency standards and enterprise direction.
• Lead infrastructure lifecycle planning, including refresh, replacement, and decommissioning of hardware, software, and services.
• Assess current and future capacity needs and develop plans to meet business, security, and compliance requirements.
• Identify technical debt and recommend remediation strategies.
Security, Risk, and Compliance Coordination
• Coordinate infrastructure and network security operations in alignment with agency security policies and NIST requirements.
• Partner with security, compliance, and audit stakeholders to support assessments, remediation efforts, and documentation.
• Ensure infrastructure configurations and operations support data protection, resiliency, and regulatory obligations.
Vendor, MSP, and Contract Management
• Manage relationships with infrastructure and network vendors, service providers, and managed service partners.
• Define, monitor, and enforce service level agreements (SLAs) and performance expectations.
• Participate in procurement planning, vendor evaluations, and contract reviews related to infrastructure services.
Staff Leadership and Development
• Directly supervise Systems Engineers, Network Engineer(s), and System Administrator(s).
• Set priorities, assign work, and provide technical guidance and mentorship to staff.
• Participate in recruitment, onboarding, performance management, and professional development of infrastructure staff.
Financial and Operational Management
• Contribute to infrastructure budgeting, forecasting, and cost management.
• Track operational expenses and vendor costs related to infrastructure services.
• Provide input into multi-year infrastructure planning and investment decisions.
Collaboration and Communication
• Work closely with the CIO, Project Manager, Director of End User Services & Training, and Director of Application Development & Data Services to ensure coordinated service delivery.
• Communicate infrastructure status, risks, and planned changes to IT leadership and business stakeholders.
• Support project delivery by providing infrastructure planning, implementation, and operational readiness.
• Performs other related duties as required.
Minimum Qualifications
Required Knowledge, Skills, and Abilities:
• Extensive knowledge of IT infrastructure and network operations.
• Experience with server, virtualization, storage, network, and cloud technologies.
• Strong understanding of infrastructure security principles and compliance requirements (e.g., NIST).
• Ability to lead and develop technical staff while remaining hands-on when required.
• Experience managing vendors, contracts, and managed services.
• Strong analytical, problem-solving, and decision-making skills.
• Ability to communicate technical information clearly to technical and non-technical audiences.
Additional Considerations
• Industry certifications such as Network+, Security+, Cisco, Microsoft, VMware, or equivalent; IT service management or project management certifications are a plus.
