Job Duties
Chief Objective:
The Director administers all operations of victim services including the Victim Notification Program (VNP or the Program). Manages staff, interns and volunteers and oversees implementation of policies and program grants. Provides and ensures efficient and effective service provision to victims of crime.
Work Tasks and Duties:
The Director oversees the implementation and management of the Program; develops and maintains policies and procedures; supervises, evaluates, and conducts performance and development planning for staff, interns and volunteers; ensures that effective service provision is provided to victims of crime in cases involving appeals or habeas corpus proceedings, civil commitment of the Sexually Violent Predator (SVP) process and OAG-led prosecutions; and oversees the Identity Theft Passport Program.
The Director identifies funding sources; develops and maintains federal and state grants; monitors the Program budget; reviews and submits reports; provides direct services to include: researching files to locate victims for notification of case information, furnishing comprehensive explanations of criminal and civil court processes, providing crisis intervention and/or referrals; manages and creates case files, receives and updates notification request forms; assigns cases to staff and updates and maintains victim contact information in LawBase, Worldox and the Department of Criminal Justice Services Client Information System(CIMS).
The Director participates on committees, coalitions, commissions, panels and councils that enhance victims’ rights; reviews recommendation for new or amended legislation that impacts victims; oversees victims’ rights activities and other office projects; collaborates with other state agencies and programs; researches state laws and legislation to ensure the Program employs best practices regarding services; keeps abreast of key program changes by attending training and seminars provided by state and national entities; provides technical assistance to local victim/witness programs; facilitates/speaks at local businesses, educational institutions, vendors, civic and other organizations on the services provided by the Program.
Minimum Qualifications
QUALIFICATIONS
Mandatory qualifications include three or more years of experience in program administration, personnel supervision, and grant/project management; a minimum of five years of experience working in the area of trauma (specifically victim or client services). Three or more years of experience in state and federal courts is strongly preferred. An undergraduate degree in behavioral science, criminal justice, management, or related field is required. A Master’s degree or J.D. is preferred.
Required Knowledge, Skills, and Abilities:
• Supervisory and leadership skills;
• Extensive knowledge of victim-centered, trauma informed investigations, prosecutions and services;
• Extensive knowledge of legal procedures and the criminal justice system;
• Knowledge in obtaining services and assistance for victims and witnesses of crime through specific federal programs and funds;
• Ability to conduct training to law enforcement and community service providers on victim issues;
• Ability to liaison with victim service providers, law enforcement, community stakeholders to promote programmatic effectiveness;
• Computer proficiency with Microsoft Office Suite, Worldox, LawBase, and CIMS;
• Ability to communicate effectively, both verbally and in writing;
• Knowledge of state and federal laws regarding victims’ rights and services; and
• Ability to maintain highly sensitive and confidential records
