Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 25,000 students in 2024-25. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,399 graduates in 2024-2025, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 33% enrolled at TCC. TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.

Position Summary:
The Part‑Time Domicile Specialist supports the Office of the College Registrar by reviewing and processing student residency applications to determine eligibility for in‑state tuition. This role ensures that all domicile decisions comply with state regulations and institutional policies. The specialist communicates with students to collect required documentation, explains residency requirements, and maintains accurate records of determinations. This position reports directly to the Domicile Manager.
Functional Responsibilities:

· Review student applications and supporting documentation to determine eligibility for in‑state tuition in accordance with state regulations and college policy.
· Communicate with students to request additional documentation when needed and explain residency requirements in clear, accessible language.
· Process domicile determinations, reclassification requests, and appeals following established procedures and timelines.
· Maintain accurate records of domicile decisions and ensure documentation meets “clear and convincing evidence” standards required by Virginia law.
· Provide guidance to students, parents, and staff regarding domicile rules, dependent vs. independent status, and one‑year residency requirements.
· Assist with training front‑line staff on domicile procedures and updates to state policy.
· Collaborate with Admissions, Financial Aid, and Student Accounts to ensure consistent application of residency determinations.
· Uphold confidentiality and comply with FERPA and institutional policies.
· Support periodic audits or reviews of domicile files to ensure compliance.
· Assist with Domicile outreach communications
· Perform other assigned duties as needed
- Knowledge of residency/domicile regulations and ability to learn state policy.
- Strong attention to detail and ability to evaluate documentation objectively.
- Knowledge and ability to interpret, apply and communicate VCCS, FERPA, and college policies and procedures relate to admission, enrollment, and records.
- Excellent communication and customer‑service skills.
- Ability to organize and maintain files.
- Ability to work as a team member in a fast-paced environment
- Experience in The Office of the College Registrar
- Experience in Admissions and Enrollment Services
