Job Duties
VDOT Richmond District is seeking an individual to plan, organize, monitor and direct work activities and resources to complete assigned transportation projects. The selected applicant will coordinate and communicate with VDOT and other engineering staff, local government, other agencies, and the Federal Highway Administration. Manage projects to provide high quality and accurate right of way and construction plans in accordance with applicable design criteria, standards and specifications. Oversee assigned resources, ensure adequate staffing needs, and determine project team composition. Provide leadership and oversight of project team performance to ensure goals and objectives are achieved. The incumbent will manage overall project scopes, monitor and maintain budgets, and apply project management philosophy to meet programmed objectives.

Minimum Qualifications
• Knowledge of the principles and practices of transportation project management
and project engineering
• Knowledge of roadway design criteria, construction methods, standards,
specifications, and materials to include VDOT Road and Bridge specifications
and Standards
• Engineering experience related to transportation design, construction and the
project development process
• Ability to investigate and resolve design issues
• Ability to plan, coordinate, and manage multiple projects and contracts
• Ability to communicate effectively, orally and in writing.
• Skill in the use of computers and software applications, preferably MS Office.
• Skill in contract management and change management
• Valid driver’s license required.
Preferred Qualifications:
• EIT or PE license
• Civil Engineering degree preferred; equivalent experience or training may
substitute for a degree.
• Certification as Project Management Professional
• Experience in roadway project management and design.
• Education/Experience with Program or Project Planning
• American Institute of Certified Planners (AICP) certification
• Education/Experience with heavy/highway construction projects
• Certified Construction Manager (CCM)
• Education/Experience Design-Build or other alternative project delivery
• Design-Build Institute of America (DBIA) certification
Special Instructions:
This position requires a fingerprint based Criminal History Background Check, DMV Record Check and Work History Verification with references. This position is designated as essential, employees are required to work in emergencies, to include weekends, holidays, and after normal business hours; assignments may vary based on business needs to include working in severe weather.
