Job Duties

The Environmental Health Coordinator provides expert technical consultation to regulated waterworks and agency ODW staff in the implementation and oversight of emerging contaminants such as the federal Per- and Polyfluoroalkyl Substances (PFAS) rule. This position provides consultation and liaison assistance to central and field office staff. Interprets and applies environmental laws, regulations, policies and procedures to determine compliance and reduce risks to the public’s health in the area of emerging contaminants such as PFAS. Assists the program specialist with the selection and distribution of grant funds to eligible waterworks projects to ensure compliance with Federal PFAS rule requirements.
Serves primarily as a leader or supervisor for PFAS rule implementation and oversight activities within ODW. The position is responsible for coordinating statewide PFAS testing and data collection, utilizes state procurement rules to establish and manage contracts for sampling activities, and supporting grant fund allocation for eligible waterworks projects. Additionally, it leads training and public outreach efforts to improve understanding and adherence to PFAS regulations. This position will take an integral role in the implementation of the federal rule aimed at eliminating per- and polyfluoroalkyl substances (PFAS) from public drinking water systems.

This is a restricted position, which is solely funded by the Emerging Contaminants in Small and Disadvantaged Communities grant (EC-SDC) period ending
07/01/2031. The availability of funding is scheduled for review before the grant expiration date and periodically thereafter. Continued employment is contingent on the continued availability of funds.

Minimum Qualifications

1. Experience in effectively providing technical consultation to the public and/or ODW agency staff.
2. Experience in instructional design and implementation of adult learning principles, needs assessment, evaluation methodologies, and training administration.
3. Knowledge of and experience with the principles and methods of drinking water production, distribution, and regulation.
4. Extensive knowledge of and use with data, database management, data quality assurance (QA) techniques, statistical analysis, and/or informatics methods.
5. Demonstrated experience in working effectively, preparing and presenting concise reports and presentations.
6. Demonstrated experience in reading and interpreting laws, regulations, policies, and technical documents.

Additional Considerations

1. Advanced training or experience in Engineering (Civil, Sanitary, Environmental, or Chemical Engineer), Environmental Science, and/or related field.
2. Training or direct experience in data analysis, data mining, business analysis, database management, or similar.
