Job Duties
The Virginia Department of Transportation (VDOT) is seeking applicants with exceptional analytical and communication skills to serve as an essential team member in the Financial Planning Division.
In this position you will:
- Plan, conduct and present evaluations of financial, program and policy issues, ensuring that resources are committed to the successful accomplishment of the Commonwealth’s transportation goals and objectives. To include conducting impact and cost–benefit analysis as needed.
- Develop, monitor, and evaluate administrative budgets for the agency and performs analysis to report periodic status of budget performance.
- Review the Department’s six-year capital outlay financial plan and budget process, as necessary.
- You will also have the opportunity to manage the planning, preparation, and execution activities of the biennial operating budget process for VDOT. Review budget proposals for completeness, accuracy and compliance.
- Summarize budgets and offer insight regarding funding requests. Able to justify budget recommendations against management and stakeholders.
- Monitor daily spending by program and fund.
Minimum Qualifications
Knowledge of the principles and practices of policy analysis, legislative practices, budget development, execution, evaluation and of financial planning. Ability to assemble, analyze, reconcile and monitor budget/financial transactions; interpret financial data and prepare financial reports. Considerable knowledge of Generally Accepted Accounting Principles (GAAP) and practices. Ability to query, review historical data, analyze, coordinate and propose financial budgets for a large organization with multiple financial resources. Ability to demonstrate problem solving skills. Demonstrated working experience in the use of computers and software applications to include Microsoft Office suite, specifically MS Excel spreadsheets and formulas, and web-based financial systems. Ability to prepare presentations and conduct meetings. Able to communicate effectively both orally and in writing with diverse audiences to include team members. Skilled in providing good customer service to internal and external customers. Knowledge of legislative practices and state government operations.
Preferred Qualifications:
Graduation from an accredited college or university with major study in public or business administration, finance, economics, or accounting preferred; equivalent experience or training may substitute for degree.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
