Job Description:

Paul D. Camp Community College is a small 2-year college in Southeast Virginia. Campuses are located in Franklin and Suffolk. There also is a center in Smithfield. The college offers associate degrees, certificates, and career studies certificates In transfer and career/technical programs; credit and non-credit workforce services and training for businesses and industries; special interest classes for the community; and summer classes for youth through the Regional Workforce Development Center. A dual enrollment program for high school students, online courses, and developmental studies classes are available at the college as well.

Paul D. Camp is currently recruiting for a Financial Services Analyst. This position will support Business Office Operations. This position reports to the Business Manager.

Some of the responsibilities include:

-Managing all Grants including approvals of expenditures, grant budgets, and reimbursements.
-Interface with Project Directors and provide status of cash available to spend and respond to all inquiries from federal and state grantors.
-Assist the Operations Manager with budget preparation and monitoring for college wide cash analysis.
-Assist college personnel with outsourced transactions including but not limited to: submission of travel in a timely manner, making purchases, p-card administration and Commonwealth Accounting Policies and Procedures (CAPP) Manual assistance.
-Work with the Operations Manager to provide comprehensive training for small purchase credit cards (SPCC) to PDCCC staff on a continual basis.
-Act as Payroll Certifying Officer for the college and approver for any grant charges for salary expenditures.
-Provide support to PDCCC employees for travel, purchasing, CAPP manual assistance, and P-card administration.
-Work with the Operations Manager on PDCCC investment and redemption requests for submission.
-Responsible for fixed asset management to include asset valuation analysis and drawdowns for ETF Reimbursements.
Minimum Qualifications:

-Associate’s Degree in accounting, business or finance or equivalent combination of education and experience.
-Experience with interpreting and applying policies to financial data.
-Considerable knowledge of generally accepted accounting principles and fund accounting.
-Demonstrated ability to apply and adapt established accounting methods to a variety of financial transactions and reports.
-High level of skills and proficiency in government grant accounting and demonstrated experience with federal, state and local rules, regulations, and policies.
-Demonstrated ability to interpret complex policies and make good sound decisions.
-Good organizational skills.
-Demonstrated ability in assembling, analyzing and preparing financial reports and statements involving complex financial data.
-Ability to prioritize multiple tasks to meet stringent deadlines and to work well independently.
-Demonstrated advanced level skill in word processing, spreadsheet, and database software.
Preferred Qualifications:

-Bachelor’s Degree in Accounting, Business or Finance or equivalent combination of education and experience.
-Experience with VCCS Community College System and Shared Services Center System processes such as accounts payable, payroll and vendor management, procurement, eVA, asset management, equipment trust fund, inventory control and federal and state grants.
-Experience with PeopleSoft AIS Oracle.
-Advanced working experience in grant/contract accounting, indirect costs plans and federal cost principles.
-Demonstrated advanced level skill using Microsoft Office Suite (Word, Excel and Access).
-Experience with Commonwealth accounting and Reporting System (CARDINAL).
-Experience with governmental accounting and or grant/contract accounting in a higher education environment.
-Working knowledge and application of federal circulars, federal cost principles and administrative and audit requirements.
-Experience using eVA, Virginia Community System, and Commonwealth Accounting Policies and Procedures.
-Experience with Inventory Management - tagging of inventory.
