Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 28,000 students in 2019-20. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,203 graduates in 2019-2020, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 36% enrolled at TCC. TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.
Position Summary: This position will process vendor payments in accordance with established college policies and procedures and the Commonwealth Accounting Policies and Procedures (CAPP) Manual. To ensure payments are in compliance with the Prompt Payment Statutes.
Functional Responsibilities: To process vendor payments timely in accordance with the Commonwealth Prompt Payment Statutes in order to improve vendor relations and maintain accurate records for state disbursements by establishing accountability. To process travel timely in accordance with the Commonwealth Accounting Policies and Procedures Manual and the College policies and procedures. Ensure travel for the college meets state and college policies and procedures, resolve payment discrepancies. AP Processors will require access to various systems to enable them to perform these key functions.
Minimum Qualifications:
General office procedures and accounts payable experience
Working knowledge of advanced bookkeeping practices and automated accounting software.
Demonstrated ability to communicate effectively and accurately.
Demonstrated ability to be detail oriented in auditing payments and analyzing contracted purchase orders to ensure accuracy of invoices.
Ensure all disbursements are in conformity with state disbursement policies and procedures as stated in the CAPP Manual.
Knowledge of accounts payable functions and auditing of regular vendor payments, travel, lease payments and other contractual payments.
Demonstrated ability to analyze fiscal transactions for conformity with federal, state, and the college policies and procedures.
Demonstrated ability to understand a chart of accounts and expenditure coding.
Knowledge of computer information programs such as word processing, database and spreadsheets.
Demonstrated the ability to proficiently operate a 10-key adding machine.
Preferred Qualifications:
Associates degree in Accounting
Knowledge of the CAPP Manual and the Commonwealth of Virginia Prompt Payment Statutes
Experience in working with Oracle Administrative Information System (AIS)
