Job Duties
The Lyman Beecher Brooks Library at Norfolk State University is recruiting a Technical Services Librarian (FP014). This position is responsible for managing the Technical Services department of the library and supervising librarians and library staff working in technical services, including collection development, acquisitions, cataloging, electronic resources, and interlibrary loan. The position reports to the Dean of the Library and is the designated administrative head when the Dean is absent.
Essential Duties and Responsibilities
1. Manages the overall operations of the Technical Services department of the library, including establishing goals, developing policies and procedures, managing budgets, supervising work, and evaluating staff for collection development, acquisitions, cataloging, electronic resources, and interlibrary loan.
2. Supervises the Collection Development Librarian and all aspects of collection development for the library, including identifying, evaluating, selecting, acquiring, and removing physical and electronic information resources; developing and maintaining business relationships with book and database vendors; and negotiating library purchases and licenses.
3. Oversees the acquisition of physical and electronic books, journals, and media for the library, including establishing acquisitions goals, policies, and procedures and supervising acquisitions staff; ensures the acquisition of information resources supports the programs and curricula of the university; and oversees the ordering, receiving, payment, and processing of new materials.
4. Performs and supervises original cataloging and copy cataloging for all formats of information resources for the library, including establishing cataloging goals, policies, and procedures and supervising cataloging staff; maintains the accuracy and quality of the library’s bibliographic records in the online catalog; imports new and revised bibliographic records from OCLC into the integrated library system; ensures bibliographic records adhere to professional standards.
5. Supervises the Electronic Resources Librarian and maintains administration of the library’s electronic information resources and research utilities, including the online catalog, discovery service, and various online databases; establishes goals, policies, and procedures for acquiring, developing, maintaining, and providing access to electronic resources; manages purchasing and licensing of electronic information resources through library vendors and consortia.
6. Provides systems administration for certain functions of the integrated library system, online catalog, and discovery service related to collection development, acquisitions, cataloging, and electronic resources.
7. Supervises the Interlibrary Loan Supervisor and all aspects of interlibrary loan services at the library, including establishing interlibrary loan goals, policies, and procedures; provides support to the ILL Supervisor for technical issues related to interlibrary loans and document deliveries.
8. Participates in staffing the library’s Information Desk during hours of operation, including day, evening, and weekend shifts.
9. Serves as one of several library liaisons to academic departments and periodically teaches bibliographic instruction classes.
10. Provides data and statistics regarding collection development, acquisitions, cataloging, and interlibrary loan to the Dean of the Library periodically and as needed.
11. Serves as the administrative designee of the Dean of the Library in his or her absence or as needed.
12. Participates in library professional associations and consortia and participates in professional development activities.
13. Represents the library on university shared governance committees and participates in campus events and initiatives.
Supervisory Responsibilities:
This position is responsible for supervising up to five personnel, including two librarians and three library staff.

Minimum Qualifications
1. A master’s degree in library science from a program accredited by the American Library Association.
2. 5 years of experience working in libraries and performing technical services.
3. Demonstrated experience performing original cataloging and copy-cataloging.
4. Demonstrated experience managing electronic information resources.
5. 5 years of experience as a library manager and supervising library staff.
6. A strong commitment to public service and customer service orientation.
7. Good verbal and written communication skills.
8. Good information literacy and information technology skills.
Preferred Qualifications:
1. Experience working in academic libraries.
2. Experience using Innovative Sierra and WorldCat Discovery.
