Job Duties:

Telework for this position is limited in accordance with the Commonwealth’s telework policy. The selected candidate must report in person to the DARS Central Office for a minimum of six months without exception.

This is a wage (part-time) position, averaging 35 hours per week and not exceeding 1,500 hours within the employment year. Please note: this position does not include health insurance, retirement benefits, or paid leave.

The Information Technology Division (ITD) provides information technology services to functional programs of the Department for Aging and Rehabilitative Services (DARS). In addition, via memorandum of agreement (MOA), ITD provides technology services to the Disability Services Agencies (DSA), which include the Wilson Workforce and Rehabilitation Center (WWRC), Department for the Blind and Vision Impaired (DBVI), the Virginia Rehabilitation Center for the Blind and Vision Impaired (VRCBVI), the Department for the Deaf and Hard of Hearing (VDDHH), and the Virginia Board for People with Disabilities (VBPD). These technology services are provided in support of the DSA’s strategic goals, objectives and initiatives. These services include Applications Development and Management, Engineering Technology and Infrastructure Support, and VITA and Cloud Technologies Support.

We are seeking an IT Systems Analyst (Wage) to create IT systems applications documentation and procedures on legacy and new system applications, perform system application vulnerability testing, perform systems applications auditing and remediation duties for Audit purposes, and provide infrastructure support for end users. In addition, this position will ensure compliance with the Virginia Information Technology Agency (VITA) and DARS standards, policies, and guidelines and ensure compliance with all applicable state and federal statues governing the collection and security of DARS data.

Key Responsibilities:

  • IT Systems and Applications Analysis and Design: Analyze business requirements and design IT systems and applications to deliver efficient, secure, and scalable technology solutions. 
  • IT Systems and Applications Implementation and Maintenance: Implement and maintain IT systems and applications to ensure optimal performance, reliability, and alignment with business needs. 
  • IT Systems and Applications Documentation and Training: Develop and maintain clear documentation and provide effective training to ensure users and teams can efficiently operate and support IT systems and applications.


Other duties and/or special projects as assigned.
Completes duties and/or projects as needed or directed by supervisor.

Minimum Qualifications:


Knowledge/Experience:

  • Training in Information Systems, Information Technology, Computer Science, a Computer Science related field, or equivalent experience with HTML, CSS, JavaScript, VB.NET, C#, ASP.NET, Source Control, Visual Studio, SQL Server Database. 
  • Experience with current versions of Windows operating systems. 
  • Experience in end-user hardware support including desktops, laptops, tablets, printers, web cameras, mobile phones/devices, etc. 
  • Experience in end-user software support such as Microsoft Office products, web browsers, Teams, Zoom, etc. 
  • Experience with Software Development Life Cycle (SDLC). 
  • Experience with multiple Reporting Tools. 
  • Experience with managing, troubleshooting, and testing applications and IT systems. 
  • Experience communicating with end users and stakeholders.  
  • Experience with creating IT documentation.


Skills/Abilities:

  • Excellent verbal and written communication skills. 
  • Ability to work independently as well as in a team environment to build solutions. 
  • Ability to handle multiple assignments and priorities.

Additional Considerations:

  • Experience with full-stack development (e.g. BootStrap, Jquery, C#, ASP.NET MVC, ASP.NET CORE, WEB API, Web Services, IIS, Crystal Reports, Active Reports, Power BI, Telerik Controls, TFS, Wireframe).
  • Familiarity with the Commonwealth of Virginia Security and Risk Management and NIST Security Standards (e.g. SEC 530).
  • Experience with Modern Programming Techniques and Tools.
  • Experience with Document Imaging (e.g. Docfinity).
  • Experience with Power Shell.
  • Experience with Software vulnerability analysis.
  • Experience with SharePoint.
  • Experience with Wireframe (e.g. Balsamiq).
  • Experience with Accessibility Standards (e.g. 508 and WCAG) and tools (e.g. JAWS).
  • Experience with DevOps.
  • Experience with creating, managing, and troubleshooting LAN, WAN, wireless, broadband, and voice technologies (switches, routers, firewalls, wireless access points, VOIP and analog phones, and network cabling).
