The Virginia Department of Corrections (VADOC) is seeking an accomplished Payroll Operations Administrator to lead one of the largest and most complex payroll operations in the Commonwealth. This is an exceptional opportunity for a strategic, hands-on leader to verify and oversee payroll and benefits-related transactions for approximately 12,000 employees across our statewide network of correctional facilities and administrative offices.
As a key member of the Chief Financial Officer’s Senior Leadership Team, the Payroll Operations Administrator will play a pivotal role in shaping the strategic vision, operational excellence, and culture of the Payroll Unit. This position leads a dedicated team of approximately 18 professionals, including payroll technicians, supervisors, and an assistant administrator, who collectively ensure timely and accurate payroll processing and benefits management for all VADOC employees.
Key Responsibilities -Lead all payroll functions for VADOC, including salary and wage processing, benefits payments, employer contributions, tax reporting, and account reconciliations. Interpret and implement policies and procedures to ensure compliance, efficiency, and strong internal controls. Provide strategic leadership to enhance systems, processes, and staff performance across a geographically dispersed organization. Foster collaboration with Human Resources, Accounting, and agency leadership to ensure seamless payroll operations and a positive customer service experience.
Minimum Qualifications
Extensive experience managing a large payroll team. Proven management and leadership experience, including staff development and process improvement. Strong knowledge and experience with accounting principles and fiscal regulations, with demonstrated ability to interpret and apply them effectively. Experience preparing and analyzing complex financial reports. Excellent written and verbal communication skills.
Additional Considerations
Experience with automated payroll systems, particularly Cardinal Financials (FIN) and Human Capital Management (HCM). Demonstrated success in mentoring, developing, and retaining high-performing staff. A combination of relevant training, and experience that demonstrates the knowledge and abilities required for this role will be considered.
