Purpose of Position: The Physician Assistant shall practice as part of a patient care team and shall enter into a written or electronic practice agreement with at least one patient care team physician or patient care team podiatrist, per Code of Virginia Section 54.1-2951.1. Provides diagnostic, therapeutic and/or preventive healthcare services, as delegated by a physician. May perform any or all of the following: histories and physical examinations; order and interpret diagnostic tests; make preliminary diagnosis; treat injuries/illness; counsel patient and/or prescribe medication and implement care plans defined by the Virginia Board of Medicine. Works collaboratively with the medical team to deliver organized, timely, cost effective and quality patient care. This position may support data analysis, engage in community outreach, and participate on relevant committees. May supervise support staff. Actions performed at this level require licensure as a Certified Physician Assistant by state code.
Core Responsibilities
A. Performance Management (for employees who supervise others) • Serves in a managerial/supervisory capacity and conducts performance management activities for staff • Establishes and reviews work assignments and priorities, and resolves related issues, in conjunction with program management and Human Resource staff • Ensures relevant training and workplace safety for staff and conducts appropriate performance monitoring and appraisals
B. Public Health Assessment & Clinical Care • Diagnose, treat and manage patients; provides comprehensive patient-centered primary medical care • Conduct appropriate preventative screens and diagnostic tests, and provide appropriate disposition of identified health care problems • Collaborate with other healthcare providers to ensure comprehensive care and referrals as needed • Adhere to policies, procedures and directives related to timeliness of documentation and encounters for verification of patient visits, findings, and medical recommendations in the electronic medical record • Makes diagnosis and decisions concerning medical needs of patients, formulates and implements plan of care which may involve various treatment modalities, prescribing medications, consultation with Physician; provides follow-up care to patients according to practice guidelines • Provides care and preventive services to healthy individuals, including guidance in nutrition, illness prevention, accident prevention, growth and development; teaches and counsels patients and family on disease prevention and health maintenance techniques • Documents data, patient assessment(s) and care plan(s) in electronic health record • Responsible for improving the public's health in assigned areas through carrying out core public health functions of assessment and assurance and through VDH management channels, contributing to the development of sound public health policy • Performs within guidelines of specific privileges approved by the governing body and delegated by the Medical Director; no physician assistant shall perform any acts beyond those set forth in the practice agreement or authorized as part of the patient care team; ability to sign off on EPAS Screenings as the Code allows a PA to complete this task • Provides support to medical and office staff
C. Program Improvement • Uses available opportunities and resources to ensure that programs are in line with public health missions and district/community needs • Collaborates with others to develop and implement targeted health care improvement initiatives, and strategies to enhance the effectiveness and efficiency of the clinic, including protocols, guidelines, and quality improvement initiatives • Identifies systems problems and potential remedies, builds quality assurance into all programs, and works toward improving programmatic customer service • Stays updated on current research, trends, and developments in applicable areas of health care • Actively participates in the district Continuity of Operations Plan (COOP)
D. Data Analysis & Community Outreach • May collect and analyze health care data within the health district; identify trends, patterns, and areas of concern; generate reports and presentations to communicate findings to relevant stakeholders; make data-driven recommendations for program enhancements and interventions • May collaborate with community organizations, schools, and healthcare providers to conduct outreach activities • May represent the health district on relevant committees to provide expertise and recommendations based on clinical expertise and data analysis
Special Assignments G. May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor. May be required by VDH to adjust work hours, location, and job duties and participate in training to meet public health business needs, including emergencies. If this position is designated as a mobile worker, this includes both working in the field and teleworking at an alternate location when not in the field or during an emergency closing. You may be required to periodically come into your assigned office to attend meetings or training.
Wage employees are subject to the following conditions of employment: • Wage employees serve at the will and pleasure of the appointing authority. • Continuing employment is based on available funding and business need. • Wage employees are not covered by the provisions of the Virginia Personnel Act. Therefore, they are not eligible for benefits which are provided to salaried employees, such as leave credits, holiday pay, insurance, access to the grievance procedure, etc. • Wage employees are paid only for the hours they actually work. • Virginia state law currently requires that agencies not permit wage employees to work in excess of 29 hours per week on average over the course of a year. Wage employees may not work for VDH beyond 1,500 hours during the period of May 1 – April 30 of the following year (the Standard Measurement Period). • Once a wage employee works the maximum of 1,500 hours during the Standard Measurement Period, the employee may be rehired as a wage employee of VDH only after the next Standard Measurement Period has begun. • Wage employees are eligible to apply for all classified positions for which recruitment has been initiated, including those limited to State Employees Only. • If a wage employee becomes employed in a classified position, he/she will be eligible to purchase retirement credit for the time worked as a wage employee. • Continuing employment is based on available funding and business need.
VDH requires all Health-Care Personnel (HCP) to provide documentation of immunization or evidence of immunity to the following: hepatitis B, measles, mumps, rubella, and varicella; a one-time dose of tetanus, diphtheria, and pertussis (Tdap) vaccine regardless of the interval since the last dose of tetanus-diphtheria (Td) vaccine was administered (Td or Tdap boosters shall be received every 10 years); and the current year's seasonal influenza vaccination.

• Knowledge of the principles and practices of public health and clinical medicine • Ability to communicate effectively orally and in writing • Ability to assess situations, resolve within scope of ability, or escalate as appropriate • Skilled in all aspects of administering public health programs and directing a large and diverse organization in a dynamic environment • Ability to respond effectively to emergencies, actual events or drills • Ability to maintain professional demeanor in all aspects of role
Education, Experience, Licensure, Certification required by code/regulation for entry into position: • Licensed as a Physician Assistant by the Virginia Board of Medicine • Physician Assistant Certification (PA-C) by the National Commission on Certification of Physician Assistants (NCCPA)
