Job Duties

The Virginia Department of Taxation seeks an efficient and effective professional to serve as the Legislative Policy Analyst in the Office of Customer & Taxpayer Services. This role will support the agency-wide Legislative Implementation Team by analyzing legislation to identify administrative cost impacts and develop documentation identifying legislative changes and requirements. This position reports to the Director of Legislative Implementation and works collaboratively with staff throughout the agency in support of legislative impact analysis and implementation activities.

As the Policy Analyst, you will conduct activities such as…
• Provide documentation identifying legislative changes needed, including updates to forms and instructions, systems, procedures, training material, annual presentations, and web content to support the legislative implementation process
• Maintain reference material/spreadsheets documenting tax provisions and attributes over time
• Provide analysis of legislation during General Assembly sessions to support administrative impact assessment and cost estimating processes
• Provide verification that forms, instructions, system change requirements, and other guidance comply with legislative mandates

The position is located at our Main Street Center location in Richmond, Virginia.

The schedule is hybrid with 3 days in office (Tuesday, Wednesday, Thursday) and 2 telework days on Monday and Friday.

The anticipated hiring salary is commensurate with experience up to $80,000.

Minimum Qualifications

• Working knowledge of federal, state, or local tax matters and policies
• Experience in analyzing and resolving complex issues
• Skills in various software products, including Microsoft Office applications, particularly Excel, PowerPoint, and Word
• Working knowledge of legislative processes at federal, state, or local levels
• Experience developing documentation or other communications in a collaborative or team environment
• Experience communicating complex issues, both orally and in writing
• Experience reviewing documents for consistency and accuracy related to legal, policy, technical, or procedural requirements

 

Additional Considerations

• Experience conducting in-depth research, analysis, and effectively summarizing findings in talking point formats and/or visual formats such as charts, diagrams, tables, etc.
