Job Duties
The Virginia Department of Forestry is seeking an experienced Procurement professional to provide review, support, oversight, and assistance for all procurement transactions for the Agency. This position ensures that all agency procurements are in compliance with the Code of Virginia and the Department of General Services, Division of Purchasing and Supply regulations. Responsibilities include advising agency staff and management of procurement best practices; preparing and reviewing purchase requisitions; coordinating agency solicitations; negotiating and awarding contracts for complex goods and services; administering the agency's Small Purchase Charge Card and Emergency Card programs; providing assistance to internal staff with buyer authority and external stakeholders with supplier capabilities; and provides quality assurance reviews of agency procurement administration.
Minimum Qualifications
The successful candidate must be a high school graduate or equivalent with education or equivalent education and extensive experience in procurement. The ability to work independently and collaboratively must be demonstrated. The successful candidate must be able to effectively communicate orally and in writing and have experience in writing specifications, negotiating terms and conditions, and developing and documenting policies and procedures.
Preferred Qualifications:
Considerable knowledge of the Virginia Public Procurement Act and Agency Procurement and
Surplus Property Manual; Extensive experience using eVA or a similar e-Procurement application; and Certification as a Virginia Contracting Associate (VCA) and/or Virginia Contracting Officer (VCO) is highly desirable. [Certification(s) must be achieved within 12 months of hire date.]
