The Virginia Department of Social Services (VDSS) is a state supervised and locally administered social services system. Providing oversight and guidance to 120 local offices across the state, VDSS delivers a wide variety of services and benefits to over 1.6 million Virginians each year. The purpose of the Program Manager Sr. is to administer the Adoption Program by planning, managing, developing, implementing and interpreting program regulations, policy and procedures; by overseeing the training for State and local staff and providers; by analyzing the impact of State and Federal legislation on the Adoption Program; overseeing the coordination of program development by managing grant awards, negotiating and monitoring contracts and developing short/long range plans to improve adoption services statewide; preparing reports to legislative bodies and funding sources; assessing and evaluating the effectiveness of adoption activities implemented locally; and by developing and managing work within assigned budget allocation and fiscal policies. Assuring effective and efficient administration, in accordance with VDSS’ overall mission, vision, especially strengthening families and continuing to improve children’s services, while adhering to the guiding principles of permanency through adoption.
