Job Duties

At the Virginia Department of Social Services (VDSS), we put people at the center of everything we do. We believe that every Virginian can live a life of dignity and that all voices, ideas and experiences contribute greatly to our pursuit of excellence. Inspired by continuous improvement, we commit ourselves to listening, learning and cultivating environments of trust, respect and positive engagement. Together, we are mission-driven, eager to achieve, and passionate about bringing the best of who we are to those we serve.

We design and deliver high-quality human services that help Virginians achieve safety, independence and overall well-being. We are a $2 billion agency – one of the largest in the Commonwealth of Virginia – partnering with 120 local departments of social services and 31 community action agencies, along with faith-based and non-profit organizations, to promote the well-being of children, adults, and families statewide. We proudly serve alongside 1,650 (state) and 12,200 (local) human services professionals throughout the Social Services System, who ensure that thousands of Virginia’s most vulnerable citizens have easy access to the services and benefits available to them.

In addition to a rewarding work experience, VDSS offers excellent health and life insurance benefits, pre-tax spending accounts, state funded Short and Long Term Disability, paid holidays, vacation, tuition assistance, free wellness programs, and a state retirement plan with options for tax-deferred retirement savings including employer matching – Employee Benefits.

The Virginia Department of Social Services, Office of Trauma and Resilience Policy is currently seeking a Workforce Resilience Program Supervisor. This position reports to the Director, Office of Trauma and Resilience Policy (OTRP) and provides statewide leadership and oversight for the Workforce Resilience Program, a new initiative designed to strengthen the well-being and resilience of Virginia’s local social services workforce. The position is responsible for establishing and managing the program infrastructure, operations, and evaluation as the program is built from the ground up.

The supervisor’s primary operational focus is the launch, administration, and continuous improvement of DSS Peer Connect, the statewide peer support line for local department of social services (LDSS) and VDSS employees.  Responsibilities include supervising Peer Support Specialists, developing training curricula, establishing quality assurance standards, monitoring data, and ensuring DSS Peer Connect is widely known, trusted, and utilized across local departments of social services.  In addition, the position supports the phased development of Community Resilience Model (CRM)® training and critical incident response activities, recognizing that these components will expand as funding becomes available. The supervisor collaborates closely with LDSS leadership, state partners, and internal VDSS divisions to ensure a responsive, trauma informed, and effective workforce support structure.

Minimum Qualifications

  • Demonstrated supervisory experience, including coaching, performance management, and workflow oversight.
  • Professional experience working in or with a local department of social services (LDSS).
  • Experience managing programs in human services, behavioral health, child welfare, workforce wellness, trauma, or related fields.
  • Strong knowledge of trauma-informed practice, resilience strategies, and workforce well being.
  • Knowledge of developing and facilitating/presenting training curricula, instructional materials, and/or staff development resources.
  • Understanding of LDSS operations and the pressures facing the social services workforce.
  • Skill in analyzing data, identifying trends, and preparing reports for leadership.
  • Skill in trauma-informed communication and engagement.
  • Demonstrated ability to manage multiple priorities/projects in a developing program environment.
  • Ability to build trust and collaborate with diverse stakeholders.
  • Ability to maintain confidentiality and uphold ethical and professional standards.
  • Demonstrated communication, facilitation, and stakeholder engagement skills.
  • Ability to travel statewide.
  • Valid driver’s license.

Additional Considerations

  • Experience supervising or coordinating peer support, crisis response, or employee-support programs.
  • Experience implementing trauma informed or resilience-based models (e.g., Community Resiliency Model®).
  • Experience supporting or coordinating critical incident response.
  • Experience with statewide, regional, or systems-level program implementation.
  • Experience collaborating with LDSS in a training, supervisory, or programmatic capacity.
