Job Duties

  • The Virginia Retirement System (VRS) is seeking a highly detailed and organized leader to serve as the Purchase of Prior Service Supervisor. This position supervises a team of two, overseeing the process of purchasing eligible service from previous employment, active duty military service, an eligible period of leave or VRS refunded service as credit to an individual’s retirement plan for the purpose of vesting and eligibility for retirement and the health insurance credit.

    Reporting to the Financial Manager, this position will also ensure VRS systems are accurately determining eligibility, calculating service cost and applying payments in accordance with the applicable section of the Code of Virginia. Additionally, this position works with participating VRS employers providing guidance in matters related to the purchase of prior service (PPS).

    Additional duties and responsibilities include:

  • Maintains expertise on all types of PPS eligibility and purchase options as defined by the applicable section of the Code of Virginia.
  • Maintains a complete understanding of how the requirements of the Code of Virginia are incorporated into the business rules in VRS systems, including how the VRS system determines eligibility, calculates PPS cost, determines available payment options, and applies payments received.
  • Researches, analyzes, and processes all aspects of PPS, including processing refunded cost quote letters.
  • Maintains an active involvement with all new agencies onboarding with VRS as it pertains to Granted Service and New Employer Special Purchases.
  • Analyzes, researches, and processes cost factors throughout PPS, including reviewing the daily purchase report and determining if actuarial costs are accurate.
  • Performs detailed research as required in order to correct a member’s record.
  • Serves as a subject matter expert on PPS providing information and advice to internal and external customers as required.
  • Participates in cross-hierarchal teams and contribute to improving services across agency lines.
  • Effectively works with all levels of management and staff to improve processes and procedures.

Minimum Qualifications

  • Bachelor’s Degree in Business, Statistics, Insurance, Public Administration, or a closely-related field is required.
    Three (3) years of experience, including experience working with large databases and supervisory experience is required.

    The best qualified candidates will possess:

  • Proficiency with Microsoft Office products, particularly Excel.
  • Ability to work with a large integrated enterprise system.
  • Knowledge of VRS benefits.
  • Ability to interpret and apply administrative, legal, and regulatory guidelines.
  • Ability to assist in implementing system changes required to comply with new legislation and regulations.
  • Ability to understand and explain complex processes.
  • In-depth analytical and decision-making skills with superior problem-solving ability.
  • Excellent customer service skills.
  • Excellent verbal and written communication skills.
  • Abilities to follow established procedures; complete assignments within established deadlines; work well under pressure; conduct research; prioritize; manage time; and work independently with minimal supervision.
  • Ability to supervise other staff.

Preferred Qualifications:

Prior supervisory or lead experience preferred.

VRS operates in a hybrid work model. Employees work 2 days onsite and 3 days remote. Candidates selected for any position must be able to come into the office on remote days when required.
