The Department of General Services (DGS) is seeking a Senior Auditor to plan and conduct performance audits of the Department’s programs, activities, and functions and make recommendations to the DGS management that will enhance the efficiency, effectiveness and economy of the Department’s operations.
DGS is a statewide service agency that supports the mission of state and local governments by delivering quality, cost-effective, timely, safe and secure laboratory testing; engineering and architecture services; real estate management; procurement services; vehicle management; and graphic design services.
Job duties include, but are not limited to:
Provide prospective & retrospective review on DGS services.
Collaborate with the Information Security officer and the Information Systems Services Director on IT audits and security.
Audit and review DGS contracts, including DGS grant awards and activities and Memorandums of Understanding (MOU’s) with external agencies, to ensure compliance with the applicable laws, regulations, and polices.
Investigate allegations of fraud and prepare notifications to APA and OSIG for the Director’s review and approval.
This position will be located in Richmond, Virginia and must report on-site. This position is eligible for a hybrid telework schedule (telework up to 1 day/week) after six months of employment and upon completion of an approved telework agreement.

Minimum Requirements
Extensive knowledge of business processes, auditing standards, and audit techniques.
Experience in performing comprehensive performance audits, process improvements, and/or program evaluations, including experience auditing application and information systems.
Demonstrated ability to develop applicable audit or process improvement identification procedures.
Demonstrated ability to document work performed on audits or process improvement projects.
Demonstrated ability to proactively identify, analyze and facilitate compliance with relevant laws, regulations, policies, procedures, standards and guidelines related to various types of audits and reviews.
Demonstrated knowledge and ability to interpret Government Auditing Standards, Generally Accepted Accounting Principles or equivalent government and business processes.
Experience interpreting and analyzing complex and unusual financial, contractual, and/or other business data to propose resolutions to issues.
Proven ability to assess information risk and recommend effective mitigation strategies.
Strong analytical skills with the demonstrated ability to review and analyze data to predict future data security needs and solutions and recommend enhancements.
Proven ability to effectively participate in and add value to the systems development process.
Experience leading teams on complex projects.
Experience preparing budgeting and cost analyses of control alternatives.
Strong written and oral communication skills, and highly effective interpersonal skills.
Ability to learn new and complex information quickly.
Ability to consistently exercise independent initiative, objectivity and skepticism, and good judgment.
Considerable skill in the use of audit and computer software applications including Microsoft Office Word, Excel, and Outlook.
Additional Considerations
Knowledge of business practices in multi-disciplinary areas such as surplus property, building management, laboratory operations, inventory & warehousing, & administrative support areas of financial operations, procurement, human resources & technology.
Certified Internal Auditor (CIA), Certified in Risk Management Assurance (CRMA), Certified Public Accountant (CPA), Certified Information Security Auditor (CISA), and/or other equivalent related professional certification(s).
