The Virginia Department of Transportation’s Structure and Bridge Division (S&B) is seeking a Senior Business Data Analyst to identify business process improvements, lead IT Projects, improve business reporting, perform data review and validation and facilitate the creation of Microsoft Office 365 products to support the division technology needs. The successful candidate will lead project coordination, collaboration, and monitor project work activities and resources necessary for successful completion of assigned projects. The position will serve as a lead business analyst in managing application installation and upgrades, providing end user support, website creation/update support, monitoring and improving data quality, developing reports, dashboards, and custom SQL scripts. Includes supporting and maintaining data governance/analysis requirements and collaborating with team members to support the data infrastructure needed.

Minimum Qualifications

• Extensive knowledge in database management.
• Extensive knowledge in the Software Development Lifecycle (SDLC) process.
• Extensive knowledge in project management to include Agile and waterfall methodologies.
• Knowledgeable in Microsoft Office 365 products to include Excel, Power Point, SharePoint, Teams, Power BI, Power Automate, OneDrive, and programming skills in SQL and Visual Basic.
• Highly skilled in the use of computers and software applications.
• Ability to manage project teams, schedules, prioritization of work, user acceptance testing, and lead efforts to accomplish project goals and milestones in accordance with the project scope.
• Ability to analyze business needs and context diagrams to identify process improvements and system enhancements to support streamlining business processes.
• Serve as a liaison between Structure and Bridge and the IT Division to gather business requirements to support system upgrades and enhancements.
• Ability to analyze complex datasets from multiple systems and provide interpretation for stakeholders.
• Knowledge of quantitative analysis techniques.
• Ability to facilitate communication between the project sponsor(s), business subject matter experts, and IT Division to ensure a successful project completion.

Preferred Qualifications:

• BS in computer science, engineering, business administration or related field preferred; equivalent experience or training may substitute for degree.
• Experience with AASHTO bridge software products, GIS Linear Referencing Systems, enterprise data, and/or data marts.
• Experience with Oracle databases and data analytics software to include SQL Developer and Toad.
