Job Duties

The Virginia Department of Agriculture and Consumer Services’ Office of Procurement & Support Services seeks a resourceful, highly motivated procurement officer who can work with minimal supervision to help agency staff purchase the goods and services needed while complying with the Virginia Public Procurement Act, the Agency Procurement and Surplus Property Manual, internal policies and procedures, and effective/efficient business practices. This position is responsible for guiding end-users through the proper procurement process, to include the competitive bidding and competitive negotiations processes; international purchasing; developing and maintaining sources of supply; promoting small, women-owned, and minority-owned business programs; developing and managing reporting tools, developing and implementing strategies for vendor, product and cost analysis to facilitate contract development and subsequent contract management; identifying contract opportunities; conducting compliance reviews; and training. The agency is seeking an individual with excellent interpersonal skills exhibiting the ability to interact professionally with all levels of management and the flexibility to work in an innovative, customer service driven, multi-tasking environment. Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth’s telework policy.

Minimum Qualifications

Considerable knowledge of standard principles and practices of procurement of supplies, equipment and services, contract and procurement law, and contract management. Advanced skill in the use of computers including MS Office and automated e-procurement software applications; detailed oriented with strong organizational and professional communication skills, both orally and in writing. The ability to interpret and apply generally accepted purchasing principles and practices; to collect and analyze data to make sound conclusions and to prepare various types of solicitations; to work in an automated and multi-disciplinary environment; to handle multiple tasks with rigid deadlines while providing quality customer service to internal and external customers; and to lead cross functional teams and work collaboratively with various levels of agency personnel. Experience in procuring supplies, equipment and services; complying with complex procurement policies and regulations; and developing and maintaining various contracts including those for professional and non-professional services; and effectively utilizing various applications to develop and maintain reports. HS Diploma/GED required.

Additional Considerations

A combination of related education, training and experience indicating possession of the preceding knowledge, skills, and abilities to include VCO certification (or with the ability to achieve within one year of employment). CPPB or CPPO certifications are also considered along with current/recent experience with the Commonwealth’s purchasing processes and contract management practices along with proficiency using eVA (the Commonwealth’s electronic procurement system).
