Senior Financial Internal Controls Coordinator - #01384 (Financial Services Specialist II, Pay Band 5)
The Virginia Department of Agriculture and Consumer Services’ Finance Office is seeking a qualified accounting professional to serve as the Senior Financial Internal Controls Coordinator. This position conducts and coordinates Agency Risk Management and Internal Controls Standards (ARMICS) reviews by assessing and analyzing internal controls and risks related to financial operations. This involves confirming that financial transactions are compliant with all state and federal requirements including government accounting standards to ensure accurate recording, reconciliation, and reporting; providing operational oversight, guidance, and direction for agency financial processing, general accounting and financial reporting, providing assistance with fiscal year-end activities; preparing financial statements and schedules in compliance with the State Comptroller’s directives; and assisting with all state and federal audits. In addition, this position collaborates with agency management and information technology staff on maintaining agency financial systems, online transaction processing, and with the development of integrated online payment applications. Once onboarded, this position may be eligible for telework opportunities; availability, hours and duration of telework shall be approved as outlined in the Commonwealth's telework policy.
Minimum Qualifications
Comprehensive knowledge of government accounting, financial reporting and statements, internal controls, transaction processing, and reconciliations. Demonstrated ability to independently establish, maintain, evaluate and improve financial processes, systems, and internal controls; to conduct testing and reviews of internal controls; and to prepare reports that clearly define technical and factual conclusions. Ability to reconcile complex accounting transactions processing between interfacing systems and independently make sound conclusions to resolve discrepancies between systems working with information systems staff as needed for troubleshooting. Demonstrated ability to work independently, manage multiple priorities and meet rigid deadlines; to work in an automated and multi-disciplinary environment handling multiple tasks with rigid deadlines while providing quality customer service to internal and external customers. Effective oral & written communication skills. Computer proficiency including MS Office Suite. Must be detail orientated and have strong organizational skills along with the demonstrated ability to work effectively with agency management, employees, central agency staff, auditors, and other officials. Experience implementing and assessing internal controls, preparing financial statements, analyzing financial data, interpreting and developing fiscal policies and procedures, and with systems implementation. Experience with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, and the COSO Internal Controls framework. Experience with governmental accounting and financial reporting; transaction processing; and processing disbursements, revenue, payroll, and with maintaining the general ledger. H.S. Diploma/GED required.
Preferred Qualifications:
Degree in accounting, finance, public administration or a closely related field. Working knowledge of related Commonwealth policies and procedures including ARMICS. Credentials such as Certified Public Accountant (CPA), Certified Management Accountant (CMA), and/or Certified Governmental Financial Manager (CGFM) also preferred. An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
