Job Duties
The Department of General Services is seeking a qualified Senior Accountant to provide financial analysis and accounting support in the Fiscal Division for capital outlay, lease accounting and general accounting. This position will be responsible for budget analysis and execution related to capital outlay, monitoring and analyzing all DGS capital outlay projects and expenditures, and ensuring capital outlay expenditures are capitalized in accordance with State and DGS policy. This position will be responsible for supporting month-end and year-end processes, which include preparation of journal entries, reports and year-end attachments. This position will be responsible for performing work of varied and considerable difficulty requiring analysis, forecasting, compiling data and writing reports.
This position is eligible for teleworking.
Minimum Qualifications
Experience independently establishing, maintaining, evaluating, and improving financial processes, systems and internal controls.
Experience with Microsoft Office (Excel, Word).
Considerable knowledge and experience applying principles of GAAP, fund and governmental accounting, governmental financial management, budget development, analysis of complex financial data and transactions, and financial reporting in a government environment.
Considerable working knowledge and experience formulating and implementing fiscal policies and procedures for accounting, reporting and budgeting.
Experience working with Capital Outlay expenditures.
Demonstrated ability to independently establish, maintain, evaluate, and improve financial processes, systems and internal controls.
Strong ability to effectively reason in the abstract, conduct complete and thorough analyses, determine the impact of actions or plan and make effective recommendations to resolve complex issues and support agency plans and decisions.
Ability to work independently, multi-task, work well under deadlines, and high attention to detail; ability to understand, develop, and explain and apply policy and procedures. Ability to prioritize and organize work effectively.
Strong working knowledge of automated spreadsheet applications and the ability to effectively use automated applications in accomplishing work and developing/improving processes.
Ability to work effectively with agency management, employees, state agencies, auditors, and other individuals.
Ability to communicate effectively orally and in writing to diverse audiences.
Extensive knowledge of automated financial systems.
Preferred Qualifications:
Bachelor’s degree in accounting, business administration/management, finance or closely related curriculum; or equivalent combination of education, training and experience.
Prefer considerable working knowledge of Commonwealth's fiscal policies and procedures for accounting, reporting and budgeting.
Experience with Commonwealth of Virginia fiscal policies and procedures for accounting, reporting and budgeting.
Experience utilizing the Commonwealth of Virginia accounting system (Cardinal) and PeopleSoft is highly preferred.
Experience working with data for ASC842, GASB No. 87 or GASB No. 96 preferred.
