Summary

The Virginia Retirement System (VRS) is seeking a highly detailed and project oriented individual to serve as a Senior IT Management Analyst. This position will serve as a subject matter expert and is responsible for managing end-to-end lifecycle processes and activities related to technology assets and acquisitions. This position will also be responsible for establishing and maintaining a central repository for technology department’s assets and acquisitions, developing and implementing processes and procedures, executing asset and acquisition audit practices, and leading corrective actions to ensure accuracy and data integrity of IT assets and acquisitions.

Essential functions include but are not limited to:

  • Maintains a central repository for licenses, service agreements, and warranties for the Technology Department’s software, hardware, and acquisitions
  • Maps and reports against alignment of each IT asset and acquisition under which each is governed, ensuring contract terms align with IT asset usage
  • Coordinates with Procurement, Budget, and Finance on matters related to technology assets
  • Develops vendor pool for technology acquisitions
  • Standardizes end to end life cycle processes related to IT acquisitions and assets. Develop and maintain procedures.
  • Takes a lead role during internal compliance related to IT assets and acquisitions
  • Leverages IT asset discovery and repository tools to create and maintain asset baseline
  • Generates and distributes various reports, including compliance reports on current assets and acquisitions and their status; also perform trend analyses
  • Designs processes related to software and hardware asset management, execute and enhance them
  • Creates and maintains documentation of procedures, processes, and reports related to IT asset and acquisition management
  • Researches and maintains knowledge of industry best practices and incorporate them with organizational practices
  • Works with multiple business units to ensure consistency, entitlement reviews and recommendations for optimization
    Ensures software license records are linked to the correct hardware device.
  • Assists with identification of cost savings opportunities. Determine and communicate process improvements for improved efficiencies in software/hardware asset management.
  • Generates, analyzes, and reviews with managers/business units’ software license compliance status reports with action recommendations as required
  • Identifies and masters new skills required to perform at a higher level. Develops new skills, as appropriate, to increase the potential for new opportunities and responsibilities.
  • Serves as a back-up to Senior IT Management Analyst responsible for day-to-day management of budget, spending, requisitions, audits co-ordination, and technology recruitment activities

Minimum Qualifications

Bachelor’s degree in Finance, Business Administration, Information Technology, Accounting, or closely related field.

Four years of experience in system analysis, requirements gathering, documentation, IT hardware / software assets and vendor management.

Preferred Qualifications: 

Preferred Certifications: IAITAM Certification, such as CHAMP, CSAM, or CITAM. ITIL Certification

  • Experience with acquisitions and asset management in a government setting.
  • Ability to work independently and develop efficient processes and workflows.
  • A high level of attention to detail with solid problem solving and consultative skills.
  • Strong verbal and written communication, organization, and time management skills.
  • Demonstrated vendor management and negotiation skills.
  • Conversant with technology asset and acquisition management standards and practices.
  • Demonstrated ability or aptitude to work cross-functionally with system and business owners, and technology staff.
  • Excellent analytical skills and the ability to work under pressure in meeting concurrent deadlines.

VRS has a hybrid work environment. Employees work 2 days onsite and 3 days remote.
