The Virginia Alcoholic Beverage Control Authority is seeking a Senior Project Manager. The Senior Project Manager role will independently oversee multiple, complex projects from inception to completion, ensuring they meet all scope, timeline and budget requirements. This role focuses on project alignment to Virginia ABC strategic and/or tactical goals, identification of clear, measurable success criteria and on meeting customer expectations.

Areas of Responsibility

  • Clearly identify and articulate project objectives and goals and ensure they are achieved
  • Develop comprehensive project plans and manage project portfolios that encompass scope, timelines, dependencies, budgets, resources and milestones
  • Create and maintain detailed documentation of tasks, processes, and decisions to trac progress and maintain accountability
  • Partner with other IT resources to validate and ensure that technical feasibility, quality assurance and maintainability goals of the project are met
  • Swiftly identify risks and develop effective mitigation strategies
  • Simultaneously manage multiple high-priority, complex projects
  • Lead and coordinate project teams by mentoring and motivating members, fostering a collaborative and communicative environment
  • Define project roles and responsibilities to ensure that the team works cohesively and efficiently
  • Manage coordination between various teams and stakeholders, swiftly resolving any conflicts or issues to maintain smooth project execution
  • Establishes clear and appropriate communication channels to ensure that all stakeholders (business, IT, and/or third party vendor) are informed and engaged
  • Organize effective meetings to address concerns and provide valuable feedback, ensuring everyone is aligned with project goals


Minimum Qualifications

  • Bachelor's degree or equivalent experience
  • 5+ years of project management experience in large, complex environments
  • Experience executing projects using different project management methodologies (ex: Waterfall and Agile)
  • Experience managing both business and IT projects
  • Experience in developing and implementing new processes and procedures that provide guidance and governance over internal processes


Preferred Qualifications

  • 7+ years project management experience
  • 3+ years experience successfully managing or leading a technical project that involves either software development, IT infrastructure implementations or modifications, or the implementation of COTS/SaaS products.
  • 3+ years experience managing business projects
  • Project Management Techniques (WBS, Gant Chart, Critical Path Method)
  • Project Management Lifecycle and Systems Development Lifecycle
  • Application Lifecycle Management
  • Capacity planning and optimization
