Job Duties
•Interfaces with vendors to research and coordinate pricing and availability of electronic parts and materials; and obtains formal quotes.
•Utilizes eVA; and prepares/submits purchase requests and change orders.
•Processes emergency requests upon time of notification.
•Utilizes AIMS for material requests from the SPHQ Warehouse.
•Maintains a spreadsheet of all purchase requests from initiation to delivery.
•Follows up with vendors on outstanding purchase orders.
•When requested, provides status of orders.
•Inventories and logs shipments received.
•Completes receiving reports in eVA within two days after receipt of shipments; and updates the Communication's Spend Plan log.
•Issues parts and materials in accordance with local standard procedures.
•Maintains records and reference files for purchase order and Small Purchase Charge Card transactions.
•Coordinates and processes supply and equipment needs for field division shops.
•Maintains asset control for equipment received from or shipped to field divisions.
•Disburses received items for testing, repair, warranty, or surplusing within five days.
•Processes the return of excess items; and completes Surplus Manifest and/or SP-44 (Credit Memorandum Receipt) for equipment being disposed of.
•Conducts annual inventory of repair parts.
•Maintains inventory of replacement parts and supplies.
•Performs daily inventory management to ensure stock levels are kept at adequate levels for daily operations.
•Adjusts stock levels as determined by demand data to minimize reordering and excess stock.
•Keeps a written record of parts issued from stock.
•Maintains a 5% or better annual inventory discrepancy rate.
•Identifies shipping discrepancies and coordinates vendor return(s) and/or exchange(s) transactions.
•Prepares and ships items requiring warranty and non-warranty repair to vendors or designated service facilities.
•Maintains files, and tracks all exchange and repair transactions to ensure accountability and asset control.
•Processes repair and return requirements within five days of material receipt.
•Annually completes cardholder training on proper card usage, security, and procurement guidelines, electronically, within the Department of Human Resource Management's Learning Center.
•Compliance as required by Executive Order Number 35 (2019).
•May be required to perform other duties as assigned.
•May be required to assist the Department or state government generally in the event of an emergency declaration by the Governor.
Minimum Qualifications
•Works independently and as a member of a team to accomplish Division goals.
•Demonstrated ability to establish and maintain effective working relationships with all levels of personnel and customers.
•Communicate effectively, both written and verbally, in English.
•Knowledge of procurement procedures, material return procedures, storeroom operations, inventory management and control, and Asset Management procedures.
•Experience receiving material, identifying shipping discrepancies, and coordination with vendor for return and/or exchange transactions.
•Advanced level experience utilizing Microsoft Office
(Outlook, Excel, Word).
•Possesses good record keeping, math and organizational skills.
•Familiar with use and operation of various office equipment.
•Familiar with use and operation of powered industrial equipment such as forklifts.
•Ability to maintain files and records.
•Ability to lift up to 50 pounds unassisted.
•High school education or GED equivalency.
•Demonstrated skill in inventory control, storage, receiving and issuing goods.
•Demonstrated ability to read and comprehend workplace policies and procedures.
•Proficient in the use of a computer, use of MS Office Suite (Outlook, Word, Excel) and databases.
•Experience with a forklift is required.
•Valid Driver’s License is required.
Preferred Qualifications
•Experience in inventory management and warehousing or store operations is preferred.
•Experience with eVA - Virginia's eProcurement Portal is preferred.
