The Virginia Retirement System is seeking a Strategic Sourcing and Contract Analyst I to join the Procurement Office.

Under the direction of the Director of Procurement, this position serves as a technical resource responsible for managing the full-cycle procurement process for small purchase contractual and non-contractual goods and services. The role ensures all procurement activities comply with applicable legal and regulatory laws, policies, and procedures.


This is the first level of an approved Procurement career ladder which includes Strategic Sourcing and Contract Analyst I-III and Lead Strategic Sourcing and Contract Analyst.

Essential functions include but are not limited to:

  • Determines the appropriate procurement method with consultation from the Director of Procurement.

  • Manages end-to-end strategic small purchase sourcing initiatives, including market analysis, supplier identification, quick quote development, evaluation, and award recommendations.

  • Partners with internal stakeholders to align strategic sourcing strategies with organizational goals.

  • Provides technical expertise and guidance to stakeholders on existing and potential supplier base for small purchases, sourcing strategies, contracting, and purchasing requests; development, preparation, interpretation, and revision of specifications for the procurement.

  • Performs research on sources of supply, determining the availability of existing public contracts to satisfy user requirements.

  • Conducts and manages the pre-bid conference, evaluates bids for compliance with solicitation requirements and documents the process used to ensure all phases are completed consistent with the Virginia Public Procurement Act, the Agency Public Surplus and Property Manual (APSPM), and VRS policy.

  • Uses various procurement methods including but limited to single quote, quick quote, and cooperative procurement.

  • Maintains accurate and complete contracting records in accordance with record retention procedures.

  • Identifies and determines appropriate and applicable terms and conditions for purchase of goods and/or services.

  • Coordinates with Policy, Planning and Compliance to perform contract administration, identifying risks, areas of concern, and makes recommendations for changes.

  • Maintains contract life cycle management, including key terms, obligations, and expirations to ensure the agency is receiving the full value of the contract.

  • Tracks and maintains reports and metrics on sourcing activities, savings, supplier performance, and contract status.

  • Recommends revisions to policies, procedures and standard business practices to enhance the effectiveness and efficiency of department operations.

  • Creates, maintains and presents reports on Procurement matters.

  • Manages informal competitive procurement processes in compliance with Federal, State and VRS policy, the Virginia Public Procurement Act, and the APSPM.

  • Maintains working knowledge of the Virginia electronic procurement system (eVA).

  • Maintains thorough knowledge of public procurement laws, best practices, policies and procedures including the Virginia Public Procurement Act, contract law, complex contract administration and management and the APSPM.

  • Completes other duties and projects as assigned.

Education and Experience:

High School Diploma or Equivalent. Bachelor's degree from an accredited college or university preferred.

One (1) year of progressively responsible small purchase procurement experience including the use of Single-quote, Quick Quote, and Cooperative contract procurement methods or an equivalent combination of education and experience.

Virginia Contracting Associate (VCA) or ability to obtain VCA within eighteen (18) months required.

Required Skills and Abilities:

  • Excellent customer service skills.

  • Ability to communicate information clearly and accurately orally and in writing;

  • Excellent organizational skills and attention to detail;

  • Ability to interpret and apply policies and procedures in a time-sensitive manner:

  • Excellent technology skills to proficiently use typical business software, VRS systems and applications;

  • Proficiency in using office automation tools, including the Microsoft Office Suite, and automated procurement systems;

  • Ability to work independently with minimal supervision and as part of a team;

  • Ability to establish and maintain professional work relationships with internal and external stakeholders.

VRS' Hybrid Work Schedule: Currently, VRS' hybrid work schedule is three days onsite (Tuesday, Wednesday and Thursday) and two days remote (Monday and Friday). All employees are expected to work the hybrid work schedule as required and come on site as requested by management.

Hiring Range:

$70,454 - $90,000
