Strategic Sourcing Manager (Hybrid)
Starting Salary Range: $101,504 - $125,000

The State Corporation Commission (“SCC”) seeks an experienced Strategic Sourcing Manager to join its Sourcing and Supplier Management team. The Strategic Sourcing Manager is responsible for leading cross-functional sourcing teams in developing and executing multi-dimensional strategies that consider multiple aspects of the SCC’s needs as well as developing, implementing, interpreting and evaluating procurement programs and processes. The Strategic Sourcing Manager position offers a hybrid work schedule (typically 3 days in office and 2 telework days each week) as well as a variety of professional development and training opportunities.  

Essential functions and responsibilities of the Strategic Sourcing Manager include, but are not limited to, the following:

• Overseeing and directing the work of sourcing professionals
• Developing and executing sourcing strategies for a wide variety of services, IT solutions and goods for varying levels of complexity and fiscal value 
• Assisting SCC divisions in identifying how to solve business problems, and facilitating the process of evaluating, negotiating, and selecting solutions that provide the best value to the agency
• Performing contract management duties and maintaining supplier relationships; and protecting and managing contractual risks 
• Managing, coaching, developing, training, and evaluating staff; reviewing and analyzing the work of staff; and managing workload and ensuring performance targets are met by staff 
• Ensuring all procurement and contracts are executed in accordance with laws and policies and adhering to all applicate processes and procedures 
• Performing market research and analyzing data to make appropriate recommendations 
• Collaborating with leadership to develop and implement risk and issue identification, escalation, and resolution strategies
• Identifying areas of improvement and supporting maturity of procurement processes and tools
• Leading and participating in special projects 
• Resolving complex purchasing and invoice issues 
• Advising divisions on procurement and contract policies and procedures 
• Planning and conducting training classes
