Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a qualified professional to serve as the Substance Use Quality Manager to provide programmatic supervision for the Office of Substance Use Services. The Substance Use Quality Manager is responsible for the monitoring and management of state and federal SUD related funds and programs; the management of administrative, budgeting, planning, scheduling, operational, and programmatic activities of the REVIVE program, and State Opioid Treatment Authority (SOTA); and the management of other staff who monitor additional SUD related funding streams and programs. This position reports to the Adult Substance Use Director and works closely with that position in developing procedures for establishing and maintaining consistent, strong, and collaborative relationships with state level stakeholders as well as community-based providers.

Duties include:
• Implementing a performance plan that leads to a positive and measurable impact on the OACBHS operations and the relationships with CSBs and other stakeholders.
• Supervising and mentoring the Substance Use Disorder related staff including the hiring process, training, work assignments, performance evaluations, development of career goals, and disciplinary action.
• Developing, implementing, and managing project initiatives identified by agency leadership or external mandates (e.g., legislative initiative; budget initiatives) and ensuring they are implemented in a timely manner and are evaluated relative to effectiveness and impact.
• Producing clear and concise reports, policy analyses, briefing papers and correspondence related to project operations as needed, on a timely basis.
• Regularly reporting the status and impacts of performance and quality improvement efforts.
• Collaboration with Community Support Services and Fiscal unit to design data collection and reporting protocols required to support a statewide SUD service-related performance and quality improvement system.
• Ensuring needed data is collected on a timely basis, distributes reports on progress, and makes recommendations for future improvements based on the data.
• Applying knowledge of community-based programs to establish a continuous quality improvement monitoring and reporting system for the SUD team.
• Promoting educational activities that inform and educate office staff and internal and external partners on current and emerging ideas and evidenced-based service models.

Minimum Qualifications

• Thorough knowledge of and experience with the public and private behavioral health service delivery system in Virginia, particularly the Community Service Board system and Opioid Treatment Programs.
• Knowledge and understanding of recovery concepts and person-centered practice, and how to apply these principles in service management and delivery.
• Strong organization and time management skills to direct teams, coordinating multiple projects, and spearheading initiatives.
• Skilled in interpreting, evaluating, and program-related analyzing data.
• Proven skills adapting and implementing quality improvement initiatives in behavioral health and SUD settings.
• Demonstrated ability to establish and maintain effective and productive working relationships with stakeholders on the state, regional, and local levels.
• Demonstrated ability to articulate and implement change management and organizational transition initiatives.
• Ability to function with a high degree of independence and considerable discretion.
• Ability to act independently as a representative for the SUD Director.

Additional Considerations

• Experience in administrative and/or operations management in behavioral health settings, public health settings, or related setting.
• Thorough knowledge of the community mental health system in Virginia.
• Progressively responsible experience in program development, evaluation, and interpretation of policies and regulations.
• Experience working in behavioral health settings.
• Experience managing projects and general understanding of data collection.
