Description for Candidates:

  • Represent interests of various entities in the region regarding VDOT's planning, programming, policy, preliminary engineering, construction, maintenance and operations processes while also representing VDOT interests and positions to assigned jurisdictions in the same functional areas. Provide advice and direction to district and CO management staff, as well as municipalities, consultants and support staff. Supervise staff providing analysis and support for assigned program area by planning, developing, monitoring and evaluating complex projects and programs.

    How you will contribute:
  • Coordination with Central Office, District Sections and Residencies and local governments: Serve as primary VDOT liaison with elected and appointed local, state and federal officials by coordinating and communicating development of the Urban System, Secondary System and special funded programs of interest to local governments. Maintain communications with VDOT staff. Coordinate with staff on project development regarding policies and procedures. Present issues to district management and coordinate policy determinations with Local Assistance Division.
  • Correspondence: Prepare correspondence and help to attain district and divisional and locality goals. Originate correspondence needed for documentation and guidance of program development and respond to inquiries. Contribute to the general divisional and district requirements and attainment of its goals. Manage Urban Program towards achievement of established Dashboard goals.
  • Program Guidance: Provide direction to local government staff regarding VDOT's policies, procedures and processes, as well as understanding of federal requirements on projects. Attend project meetings. Provide guidance in the development and implementation of Urban and Secondary System programs in accordance with Six-Year Improvement Program policies and processes. Provide guidance and assistance for financing and programming urban and secondary system projects.
  • Urban, Secondary and other special funded programs Administration: Work with locality staff in the development of Urban and Secondary System Programs (SYIP). Identify projects and use allocations in accordance with required timelines. Provide guidance to localities on development and update of the SYIP. Keep authorizations and estimates current and match to available funds. Prepare Project Administration Agreements for locally administered projects and monitor projects.

  • Knowledge of principles, practices, procedures and technical aspects of transportation planning, programming, preliminary engineering, construction, project management and operations.
  • Knowledge of project management principles and techniques.
  • Knowledge of the interrelationships between project data, including phases, schedules, and estimates, and the SYIP, SSYPs, STIP and TIPs, and federal strategy.
  • Skill in leadership and consultation methods to include the ability to work with various levels of management and government officials.
  • Skill in the use of computers and various software applications.

  • Minimum Qualifications:
  • Ability to analyze complex financial, numerical data and generate reports.
  • Ability to proactively identify problems, facilitate solutions while representing VDOT,its transportation program in a positive and professional manner.
  • Considerable knowledge of federal, state, local transportation rules, regulations, policies and funding.
  • Considerable knowledge of public policy and business practices as they relate to transportation issues.
  • Considerable understanding of interrelationships between transportation project data, including phases, schedules, and estimates, and the SYIP, SSYPs, STIP and TIPs, and federal strategy.
  • Knowledge of principles, practices, procedures, technical aspects of transportation planning, programming, preliminary engineering, construction, project management and operations.
  • Knowledge of project management principles and techniques.
  • Skill in the use of computers and software applications.
  • Supervisory experience to include evaluating the work of others.

  • Additional Considerations:
  • A combination of training, experience, or education in Civil Engineering or related field desired.
  • Knowledge of VDOT and MPO policies and procedures as they relate to federal funding, obligations and transfers.
  • PE license or PMP certification.
