Description for Candidates:

  • Provide leadership and guidance to a team that ensures efficient and effective technology initiatives are delivered to users. Ensure programs and projects are conducted in alignment with VDOT's technology strategy. Serves as the IT Program Manager for EzPass Azure Cloud Operations. Functions as the hands-on, second-line support lead responsible for day-to-day platform operations across core infrastructure services including systems (Windows/Linux), networking, security operations, and database support for the Commonwealth’s EzPass tolling systems hosted in Microsoft Azure. Directly supports and coordinates with infrastructure SMEs and platform engineers to troubleshoot, escalate, and resolve incidents, perform proactive maintenance, and ensure compliance with security and operational standards.

    How you will contribute:
  • Business Process Improvement: Identify business processes that may be improved with technology solutions. Create processes and tools to facilitate increased efficiencies.
  • Core Infrastructure Support Lead : Lead infrastructure support efforts for Windows/Linux servers, networking, Azure firewalls, security tooling, and MS SQL environments. Troubleshoot incidents, coordinate SME escalations, and lead incident response across infrastructure layers. Track support tickets and escalations to ensure timely closure and service restoration. Enforce platform-level security standards including hardening, logging, and monitoring. Support vulnerability and risk remediation in collaboration with security operations teams
  • Ensure Compliance : Provide compliance management and ensure that staff comply with required VITA, DHRM, VDOT, and ITD policies, processes and procedures.
  • Execute Program : Supervise staff supporting assigned ITD function(s) including supervision of staff in execution of day-to-day processes tied to the specific ITD function. Perform managerial and technical work ranging from simple to moderate difficulty. Interact with peer supervisors and the IT Portfolio Managers to meet customer needs.
  • IT Policy Compliance: Ensure compliance with VDOT and VITA policies, standards and guidelines governing IT computer systems.
  • Lead, Supervise and Develop Staff : Ensure the development, training and performance improvement of assigned ITD staff. Apply concepts, practices, and procedures of supervision and leadership in each assigned functional area.
  • Manage Programs and Projects: Plan, oversee and implement delivery of technology projects or services. Oversee staff assignments and priorities. Develop training plans for team members. Develop and implement procedures, processes and best practices. Provide strategic planning for program areas and recommend new technologies.
  • Oversee Initiatives: Oversee Information Technology initiatives for assigned program. Assign resources to project teams to complete deliverables.
  • Platform Level Security : Enforce platform-level security standards including hardening, logging, and monitoring. Support vulnerability and risk remediation in collaboration with security operations teams. Ensure compliance with PCI-DSS, VITA, and agency-specific security frameworks. Monitor infrastructure performance metrics and alerting systems using tools like Azure Monitor. Investigate anomalies and coordinate with engineers for root cause and resolution. Maintain documentation of system baselines and contribute to continuous service improvement. Provide regular operational updates to the Portfolio Manager and ADA. Maintain SOPs, runbooks, escalation procedures, and technical documentation. Serve as point of coordination for technical SMEs supporting infrastructure for Tolling.
  • Program Maintenance: Oversee work and staff in assigned program to ensure consistent process and quality standards are implemented.
  • Reporting: Provide status reports on project plans, timelines, schedules and progress updates. Participate in strategic planning for programs, projects or systems.
  • Strategic Management: Work with peers and subordinates to define strategic direction for assigned technology program. Evaluate tools and prioritize work efforts with stakeholders from ITD and business units.
  • Systems Maintenance : Execute and coordinate scheduled maintenance and patching across systems, databases, and network devices. Ensure alignment with operational calendars and change windows to avoid conflicts or unplanned downtime. Document all maintenance activities and outcomes for audit readiness.

  • Ability to identify anomalies, initiate corrective actions and drive continuous improvement in system reliability and continuity.
  • Ability to oversee and coordinate routine platform upkeep, including patching cycles across platforms and database environments.
  • Knowledge and skill with technologies and functions appropriate to leading an IT program area.
  • Skill in communicating with teams, leadership and stakeholders regarding system performance, risks, and corrective actions.
  • Skill in documenting operational processes, incident reports, and system health metrics.
  • Skill in financial management.
  • Skill in leading IT professionals in the planning, analyzing, designing, developing or implementing information technology programs, projects or systems for a large organization.
  • Skill in managing IT functions including IT Governance and Compliance, Enterprise & Business Architecture, IT Service Mgmt, Asset Mgmt, Infrastructure and Ops, Application Development, PPM & Projects, or Data and BI Management.
  • Skill in managing monitoring tools and dashboards to track system availability, performance, and capacity in Azure-hosted environments.
  • Skill in people and resource management.
  • Skill in providing IT security standards and compliance framework that supports access control, vulnerability remediation, and audit readiness.
  • Skill in providing technical support coordination between technical teams and business stakeholders.

  • Additional Considerations:
  • A combination of training, experience or education in Computer Science, Information Systems, Engineering or related field is desired.
  • Experience leading IT professionals.
  • PMI Project Manager Certification as applicable.
