Project management position responsible for overall project management to include planning, organizing, monitoring and directing work activities and resources necessary to complete assigned projects. Manage projects to be consistent with established processes, schedules, budgets, design criteria, standards and specifications. Ensure projects are on-time and on-budget. Provide technical advice, guidance and training regarding assigned engineering program areas. Prepare analyses, reports, and recommendations based on engineering determinations. Provide engineering support and consultation related to engineering program area. Effectively manage assigned projects to ensure timely and accurate completion. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs.
How you will contribute:
Analysis and Technical Reporting: Analyze and interpret engineering data and information. Prepare complete, clear and concise reports and recommendations.
Assemble Project Teams: Consisting of preliminary engineering and construction staff, consultant professional services, programming and funding staff, government officials, FHWA representatives, project stakeholders, and other interested parties. Oversee performance of project team, ensure project goals and objectives are achieved. Provide leadership for assigned project by building team cohesiveness and fostering support for the timely completion of the project, ensuring roles and responsibilities result in the most effective use of project team members.
Budget Management: Apply project management philosophy to meet programmed budgetary objectives for assigned projects. Maintain accurate and current estimates for the establishing project budgets. Monitor project budgets and maintain budgets utilizing project management applications to ensure projects meet budgetary objectives. Modify approved project budget, obtain appropriate approvals and document changes.
Communication: Establish an effective line of communication between VDOT, contractors, government agencies and the public. Investigate issues and resolve complaints.
Communications Management: Manage communication and coordination between project team members and stakeholders. Report overall project progress to the project sponsors and the District's senior management and other key project stakeholders. Advise project sponsors on significant issues that affect programmed scheduled milestones, budgetary objectives, and major impacts on project team performance. Schedule and coordinate project team meetings and milestone reviews ensuring coordination for project activities. Respond to project inquiries from the public, legislature, governmental agencies, planning agencies, media, citizens groups, stakeholders, and a variety of special interest groups.
Engineering Process Management: Use established VDOT policies and procedures in the development and delivery of engineering projects. Engineering projects are completed in compliance with state and federal laws and regulations.
Manage Assigned Activities: Plan, schedule and coordinate engineering program activities such that deliverables are met within the established scope and timeline.
Project Engineering: Assist in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports. Complete multiple concurrent tasks and assignments, and report updates on their status.
Project Management: Apply project management philosophy to meet programmed schedule objectives for assigned projects. Develop project work plans and schedules using Work Breakdown Structures with project team input. Ensure scheduled project key events and activities are completed on time as programmed. Maintain up to date project schedules in appropriate VDOT tracking systems. Evaluate schedule delays or problems, recommends and implements solutions.
Resource Management: Oversee assigned resources to meet programmed schedule and budgetary objectives on assigned projects. Ensure adequate staffing needs for projects. Confer with functional managers to determine availability of agency resources and requirements for consultant support. Working with functional managers, determines project team composition.
Roadway Design: Develop roadway designs for a wide range of complex transportation projects. Provide support to localities and in-house staff for construction cost estimates in software programs and manage RAAP, HSIP, SAAP and No Plan Projects designed by consultants or other VDOT districts.
Scope Management: Manager overall project scopes in order to meet programmed schedule and budgetary objectives. Through assigned team members, develop project scopes and definitions to include establishing a baseline for project schedule and budget. Modify approved project scope, schedule or budget, obtain appropriate approvals and document any changes.
Special Assignments: Manage special program initiatives and projects as assigned. Serve and represent VDOT or assigned program area on various committees and work groups.
Teamwork and Customer Service: Demonstrates customer service and work habits that reflect the VDOT Values, and coordinates the flow of information both orally and in writing.

Knowledge of transportation project development process, project integration on complex projects, and associated regulatory, financial and legal constraints.

Skill in providing and promoting good customer service to internal and external customers.
Skill in the use of computers and software applications to include MS Office, project management and engineering software programs.
Minimum Qualifications:
Ability to communicate effectively orally and in writing to include presentation skills.

Engineering experience related to transportation design, construction and the project development process.
Knowledge of roadway design criteria, construction methods, standards, specifications and materials to include VDOT Road and Bridge Specifications and Standards.

Skill in contract management and change management.
Skill in the use of computers and software applications.
Additional Considerations:
A combination of training, experience, or education in Civil Engineering or related field desired.
Certification as Project Management Professional.
Experience in roadway project management and design.
Professional Engineering license or Engineer in training certification.
