Description for Candidates:

  • Conduct complex analyses and provide support to assigned operational program area. To serve as the key senior leader representing the District in all matters related to Districtwide cost estimation. Responsible for development and administration of Estimating program within the District which implements Central Office estimating policies and procedures, including training on estimating to ensure consistent accurate estimates for projects from planning through design and construction.

    How you will contribute:
  • Cost Estimate: Develop construction cost estimates closely associated with the quality project development schedules. Work with each District Section from planning level schedules, preliminary engineering schedules, right of-way acquisition schedules, and construction schedules. Research cost and challenges associated with unique items discovered in the design process to include movable bridges, flood control gates, connections to military bases or other sensitive properties such as airports, large nonstandard mechanical and electrical operating facilities, and nonstandard utility and right of way issues.
  • Executive Reporting: Provide periodic reports to District executive level staff in regards to trend analysis, lessons learned, methodologies to improve the efficiency of the estimation process and overall accuracy of the estimation process.
  • Liaison: Liaise with the local industry in regards to best practices for estimation, coordination of lessons learned and trend analysis and implementation of best practices. Provide feedback to Project Managers and others preparing and updating estimates, along with suggestions on how this information should best be utilized. Coordinate independent industry estimates as required for selected large or unusual projects to sublimit internal estimates.
  • Program Administration: Develop predictive, data driven procedures to ensure the development of objective, reliable, and defensible assessments of probable construction costs from the planning stages through advertisement into construction. Develop training events for Project Managers to enhance the District Estimation accuracy. Establish tracking methods of estimates through planning, project development, advertisement, and construction to determine if initial estimates were accurate. Provide feedback to improve the estimation process.
  • Program Development: Organize a structure within the District to oversee estimates for projects form planning stages, through scoping, final design and advertisement. Responsible for administering protocols to ensure Project Managers are generating efficient and effective estimates following current trends in the market place. Primary contact to Central Office Cost Estimation Office. Participate in the development of estimating policies and practices and testing of new or updated tools and technology in estimating.

  • Skill in interpreting high value, complex contracts, special provisions and specifications related to transportation construction.
  • Skill in maneuvering through complex issues and showing sensitivity to how people and organizations function, as well as negotiating and leading discussions to reach positive outcomes.
  • Skill in the use of computers, software applications and/or web-based applications.

  • Minimum Qualifications:
  • Knowledge and application of construction engineering principles, roadway and structure design, and project programming.
  • Knowledge of public policy, external factors and business practices related to transportation.
  • Knowledge of transportation engineering estimation principles and procedures.
  • Knowledge of transportation laws, regulations, policies, procedures including federal, state, local planning, land use regulations, maintenance management, and work zone.
  • Project management experience on a variety of complex transportation projects to include managing multiple, high value contracts within the transportation industry.
  • Skill in building networks, relationships with employees, field personnel, contractors, consultants, suppliers, manufacturers and FHWA representatives.
  • Skill in maneuvering through complex issues and showing sensitivity to how people and organizations function. Negotiating and leading discussions to reach positive outcomes.

  • Additional Considerations:
  • A combination of training, experience, or education in Civil Engineering, Construction Management or related field desired.
  • Complex electro mechanical work experience for large structures.
  • Design Build experience.
  • Extensive experience in the estimation and successful delivery of complex VDOT (or comparable) projects is desired.
  • Extensive experience in transportation program management, development, design, construction and integration on complex projects and associated regulatory, finance and legal constraints.
  • Professional engineer, design builders professional, or certified case manager certification
