•Conducts job analyses through interviewing staff, reviewing information within questionnaires, reviewing organization charts, and identifying information on changes that have affected positions.
•Determines if the job can be assigned to an existing job work title or whether a new job work title needs to be created.
•Conducts job evaluations to determine the value of a job in a relevant labor market, and the relationship of a civilian job to other jobs within Virginia State Police (VSP).
•Reviews and prepares job descriptions, reports, and class specifications.
•Uses approved market salary tools and surveys to gather and analyze compensation data.
•Conducts and responds to salary surveys, prices jobs to the relevant labor market, and responds to external requests for compensation information.
•Maintains and updates compensation data within Cardinal and the Civilian Pay Plan.
•Maintains and updates tracking logs and status documents and the JobVL.
•Conducts large scale classification studies that are specific to a division or Agencywide crossing multiple divisions.
•Works collaboratively, constructively, and timely with supervisor and reviewer, State Police management, co-workers, and customers in the completion of assignments, process improvement and problem resolution.
•Provides Assistance to Human Resources Initiatives; consultation and development; and updates to desk procedures.

Minimum Qualifications

•Considerable knowledge of human resource concepts, principles, and best practices in job compensation and
Classification; and of applicable Federal and State rules, regulations and/or statutes, to include Freedom of Information Act and Fair Labor Standards Act (FLSA).
•Skill in operating computers and using Microsoft Office applications at the intermediate level.
•Demonstrated ability to supervise and mentor staff; to analyze data, and reach logical conclusions; to conduct research, analyze information and data, and present findings in concise format; to evaluate and analyze
salary data; to conduct and respond to salary surveys; to write qualitative and quantitative reports of findings: to
address difficult situations in a constructive manner; to work independently and as part of a team; to interpret and
apply human resource policies, procedures, regulations, and statutes; to determine the FLSA exemption status of
employees; and to communicate effectively orally and in writing with diverse individuals and groups.
•Graduation from high school or equivalent.
•Extensive experience in human resources with a concentration in compensation management.
•Experience in supervising employees; and progressively responsible experience in job classification and compensation to include pay equity, and
organizational analysis.
