Job Duties

Responsibilities:
• Provide direct financial support to OEHS divisions by analyzing and researching data and preparing financial reports to include the development of resources for tracking expenses and ensuring cost-effectiveness and allowability.
• Ensure departmental expenses comply with COV, agency, and grant policies regarding travel, spending limits and reporting.
• Prepare and process financial transactions such as journal entries and keying invoices in accounting system
• Assist division with vendor payments; SPCC (Small purchase credit card), accounts receivable, and accounts payable
• Reconciles SPCC purchases and submits monthly statement with required documentation
• Reconciles department accounts monthly, research and correct errors, and maintains appropriate filing systems for reconciled records/documentation
• Assist with department purchase requests for equipment and supplies through the eVA vendor system and other approved sources
• Assist with processes department travel authorizations and reimbursements
• Other duties as assigned.

Duties:
A. Performance Management (for employees who supervise others)
• Serves in a managerial/supervisory capacity to conduct performance management activities and ensure onboarding/offboarding and training for staff
• Establishes and reviews work assignments and priorities and implements performance improvement strategies and/or problem resolution for related issues, in conjunction with program management and Human Resource staff
• Ensures relevant training and workplace safety for staff
• Conducts required performance monitoring and appraisals, establishes clear performance expectations, addresses deficiencies in a timely manner, and documents underperformance in accordance with state guidelines
• Supports employee growth through regular feedback, coaching, and professional development opportunities

B. Budget Preparation
• Assists in the development and monitoring of budgets and budget reports for assigned program area
• Assembles and correlates budget information to include current and past spending plans, expenditure and revenue reports and regulatory guidance

C. Accounts Payable & Receivable
• Review and process accounting transactions for assigned program area
• Reviews vouchers and accounts receivable reports to assure they are complete and technically correct
• Downloads CARS reports for reconciliation process
• Assures accounting vouchers are coded accurately

D. Fiscal Reports & Reconciliation
• Prepares reports for division or assigned program area
• Independently collects, researches, formats and provides data for decision makers
• Monitors data and reconciles errors between financial systems and reports
• Ensures corrective action is taken to rectify errors identified during the reconciliation process
• Generates ad hoc reports
• May conduct internal audits to assure compliance with processes, procedures and applicable policies

Minimum Qualifications

• Exceptional written and oral communication skills
• Advanced knowledge and use of Microsoft Excel and Microsoft Office products
• Strong organizational and multitasking skills.
• Excellent, professional interpersonal skills and ability to work effectively with departmental staff, vendors, and key stakeholders
• Previous experience preparing financial reports and statements
• Experience processing a variety of financial and accounting transactions for multiple funding sources.
• Demonstrated ability to analyze, research and reconcile financial data ensuring accuracy
• Knowledge of public procurement, fiscal, and travel policies and procedures
• Demonstrated ability to work independently or as a team, when needed.

Additional Considerations

• Familiarity with state government environment
• Experience monitoring budget and proactively ensuring spending within limits
• Experience with eVA, travel, and fiscal/accounting systems
• Previous fiscal grant management experience
• Demonstrated knowledge/ training in Accounting, Business Administration or a related field.
