Job Duties

The Virginia Department of Education, Office of Finance, is seeking a qualified and experienced individual to provide timely oversight of LEA compliance with fiscal requirements related to the appropriate accounting and recordkeeping for federal funds. Responsibilities include supervising, reviewing, and approving expenditures paid with State Education Agency (SEA) administrative funds, Elementary and Secondary Education Act (ESEA) / Every Student Succeeds Act (ESSA) funds included in the VDOE consolidated plan.

Minimum Qualifications

. Considerable Knowledge of Commonwealth policies and procedures pertaining to disbursements, travel processing, fixed assets, lease transactions and payroll certifications.
Considerable knowledge of automated financial systems such as Oracle Financials general ledger and payables and the Commonwealth Accounting and Reporting System (CARDINAL).
▪ Considerable knowledge of the Appropriations Act, the Commonwealth Accounting Policies and Procedures (CAPP) Manual, and Comptroller’s Directive No. 1-08 and Agency Risk Management and Internal Control Standards.
▪ Demonstrated ability to interpret, analyze, explain and apply complex laws and regulations.
▪ Considerable knowledge of generally accepted accounting principles and practices for governmental entities and state fiscal functions and operations.
▪ Skill in using and testing internet/web-based systems.
▪ Ability to work independently as well as with other team members.

Additional Considerations

Experience in a Commonwealth of Virginia governmental accounting office.
Undergraduate degree in accounting or business or an equivalent combination of training and experience.
